Since China's economy has entered the “new normal”,the market economic environment is improving significantly,and the pace of economic development is accelerating.The policies of deepening economic development such as “the Belt and Road” and “the supply-side structural reform" are also being vigorously implemented.Under this condition,all industries are facing unprecedented opportunities and challenges.The tobacco industry is an important part of our national economy and local finance.However,with the chan ging international market environment,the challenges posed by transnational tobacco groups are becoming more prominent.At the same time,the control of the World Health Organization,the constraints arisin g from the implementation of the Framework Convention on Tobacco Control and the policies implemented by the government such as price limitation and sales restrictions also put tremendous pressure on the development of tobacco industry.In this context,if those tobacco companies which are in the middle of the industry want to seek development,they should pay more attention to their internal management as well as their performance management.Based on the theories of performance management,this paper uses literature research,interview method,expert consultation and analytic hierarchy process to analyze the existing performance management system of B Company,fully excavates the existing problems and causes,and puts forward corresponding improvement measures.Based on the PDCA cycle concept,this paper considers that there are the following problems on every aspects of performance management in B Company.Firstly,in the stage of planning,it lacks strategic orientation,pertinence and position analysis.Secondly,the poor recognition and insufficient c ontinuous supervision in the performance control and guidance can cause problems as well.Thirdly,the problems in the stage of performance evaluation is serious.For example,the formalization problems of the performance evaluation,the irrationality of evaluation indicators and the difficulties on the implementation of 360-degree evaluation method.Fourthly,the communication and feedback in the whole process of performance management is not active and timely.Lastly,in the stage of application,it lacks coordination mechanism and the function of rewards and punishments is insufficient.In view of the above problems,this paper puts forward the corresponding improvement measures.Firstly,it is necessary to clarify the company's growth strategy,formulate the performance plan and make job assessment manuals step by step.Secondly,it's better to improve the guidance mechanism and establish a information recording system.Thirdly,the company should improve the performance indicators and the 360 degree asse ssment method.Fourthly,measures such as creating a good communication atmosphere,usin g Internet plus and big data technology and establishing the internal social networking and information analysis tool are also necessary.Fifthly,increasing incentives and expanding the application range of the performance results are needed.Lastly,corporate culture,system and information technology should be attached great importance to ensure the new performance management system to be effectively implemented.In order to meet the needs of the B Company's rapid development in the future,this paper combs the existing research results related to performance management,combines the company's performance management system,and offers proposals about feasible reforms and optimal recommendations.At the meanwhile,it is hoped that the suggestions and research results of this paper can provide some ideas for companies in tobacco industry and other industries.
