Research On Design Of Marine Ecological Damage Liability Insurance Products

The ocean is an important link in the life system of the earth for human survival,and it is also a source of wealth for the sustainable development of the whole society.However,with the development of marine resources and the increasing and diversification of marine engineering types,the pollution of marine ecological environment has become more and more serious,which has affected the balanced development of marine ecosystems.At present,China does not have a complete Marine ecological damage liability insurance,and the introduction of Marine ecological damage liability insurance can quickly and effectively claim for ecological losses,which is particularly important for the stability and sustainability of Marine ecological environment and an important link of Marine ecological protection.This paper studies the design of Marine ecological damage liability insurance products.Before product design,the concept of Marine ecological damage is clearly defined by introducing relevant content.At the same time,combined with the current domestic insurance legislation on Marine ecological damage and combined with examples,it shows that the current domestic insurance involving Marine ecological damage has problems such as small scope of protection and insufficient level of protection.This paper analyzes and discusses the demand for Marine ecological damage liability insurance through the Marine oil spill accident happened in recent years,the fishery water pollution accident and the health condition of the Marine ecosystem in 2017,and analyzes the insurability from three aspects: the determination of the claimant,the clear scope of compensation and the insurable interest of the insured object.In terms of product design,this paper discusses the Marine ecological damage liability insurance from the following aspects: insurance method,types of insurance,underwriter and insurance contract.By applying two pricing methods of non-life insurance actuarial pricing method and b-s option pricing method to Marine ecological damage liability insurance,the two methods complement each other and explore the pricing method suitable for this kind of insurance.Finally,this paper forecasts the development prospect of Marine ecological damage liability insurance,and carries out risk management through the improvement of the system and some preventive measures,so as to obtain the corresponding countermeasures and suggestions.
