China’s tobacco industry has implemented monopoly system for a long time,which has a significant monopoly nature.Although the tobacco industry has been de-administrated in recent years,it still retains certain administrative characteristics.With the fierce competition in the tobacco ind ustry,the problems of fund management and control in tobacco enterprises have become increasingly prominent.In the fierce competition,strengthening the control of fund management and risk prevention and strengthening supervision are the key to strengthen competitiveness.Capital flow is the blood of business activities,accompanied by the whole process of business operations.Because of the high liquidity of funds and the high risk of irregularities or fraudulent operations,enterprises should strengthen the control and management of the revenue and expenditure of funds,select a reasonable fund management mode to ensure the safety,compliance and efficiency of fund payment.Tobacco industry belongs to capital-intensive industry.Hunan tobacco has a cash flow of tens of billions of yuan every year.There are hidden risks of capital security and corruption.Optimizing the mode of fund management,reducing the risk of fund revenue and expenditure,deepening the reform of state-owned enterprises,and enhancing the competitiveness of state-owned enterprises are the issues that Chinese tobacco enterprises need to face.The centralized fund payment system can make full use of the advantages of the enterprise’s overall resources,give full play to the department’s capital planning and management,strengthen the supervision of the enterprise’s funds,reduce the risk of capital operation,improve the level of capital operation and enhance the competitiveness of enterprises.China’s enterprise centralized payment syst em has just started.Railway,electric power,petroleum and telecommunications and other state-owned enterprises with monopolistic nature have tried to use centralized payment system for centralized management of funds.However,with tobacco enterprises with monopolistic nature,there is still a lack of practical research in this field.At the same time,the tobacco system still has a certain administrative nature,and the enterprise management structure has a strong standardization,which can effectively guarantee the implementation of centralized fund payment management organization and management;tobacco enterprise products are relatively single,income sources are relatively simple,easy to implement "revenue and expenditure two lines" for unified collection and expenditure,to the implementation of centralized fund payment management to improve the basis of good revenue management.Basis: China’s tobacco system has implemented comprehensive budget management,and overall budget management as an important management goal of the company continues to advance,budget management concept and level are also constantly improving,compared with the enterprises without budget management,which provides a certain budget management support for the implementation of centralized payment management of funds in China’s tobacco system.This paper chooses XT tobacco company as the specific research object,and analyses the current situation of fund payment management,and draws the main problems: lack of income dispatch of payment fund,confusion of fund expenditure management,low accuracy of payment fund budget preparation,lack of rigidity of fund payment budget execution and so on.In view of the existing problems,this paper proposes to choose the centralized payment mode to improve its fund expenditure management,and draws the implementation plan: implement the centralized management center mode of fund payment in an all-round way,establish a single account system,standardize the overall payment of income,implement the centralized payment in an all-round way,and digest the carry-over stock funds.And put forward to strengthen budget management,improve the governance structure,improve the supervision mechanism,improve the quality of personnel,strengthen informat ion management and other safeguards.Finally,through the exploration and research of the centralized fund payment management model of XT tobacco company,this paper hopes to improve and optimize the level of fund allocation of tobacco enterprises in China,reduce the cost of fund payment management,strengthen effective supervision of funds,and improve the efficiency of fund use and budget management.
