Study On The Mechanism Of Coordinated Management Of Air Environment In Beijing, Tianjin And Hebei

Since the autumn and winter of 2012,haze has occurred frequently in China,especially in Beijing,Tianjin and Hebei.In the winter of that year,the real-time concentration of PM2.5in Beijing,Tangshan,Handan and other places once reached 1000?g/m3 which has attracted wide public attention.Although the Beijing Tianjin Hebei region has taken strict control measures in Beijing Olympic Games,APEC meeting,National Day military parade and other major occasions,it has also achieved some results.But in recent years,the practice of governance has proved that temporary and single regional governance alone can not fundamentally solve the problem of haze in Beijing Tianjin Hebei region.In recent years,with the process of air environment control in three regions,the coordinated management of air environment in Beijing Tianjin Hebei region came into being.In October 2013,the collaborative group for air pollution control in Beijing Tianjin Hebei region and its surrounding areas was established,and in 2018,the collaborative group was upgraded to a leading group.With the continuous development of governance practice,the three regions initially formed an mechanism based on four core mechanism :organization management mechanism,system guarantee mechanism,interest coordination mechanism and communication mechanism,but due to various constraints,the current mechanism has not been scientifically optimized,and its role still has low efficiency.This paper takes Beijing Tianjin Hebei air environment collaborative governance mechanism as the research object.Firstly,it expounds the relevant theories of this mechanism.Secondly,it further explains the current situation of the collaborative mechanism,combs the exploration and preliminary results of this mechanism in three places.Secondly,it analyzes the problems and causes of the collaborative mechanism.It also analyzes the California region,Ruhr region of Germany,Pearl River Delta region of China Based on the analysis of typical cases of regional environment coordinated governance mechanism,this paper summarizes the experience that can be used for reference.Finally,it puts forward suggestions for further optimization of this mechanism,pointing out that the current coordinated governance mechanism of atmospheric environment in Beijing,Tianjin and Hebei should beoptimized from the aspects of improving organization management mechanism,strengthening system guarantee mechanism,improving interest coordination mechanism,enriching communication mechanism,etc.Providing strong support for improving the coordinated governance effect of air environment in Beijing,Tianjin and Hebei.
