Research On Mechanism Of Haze Governance Among The Coordinated Development Of Beijing-Tianjin-Hebei

Since the end of 2012,the Beijing-Tianjin-Hebei appeared highfrequency long duration,affecting a wide range of fog and haze,serious constraints to sustainable economic and social development,threatening people's health.Since the main component of air pollutants PM2.5 has a cross-border long-distancetransmission characteristics,the environmental pollution is no administrative divisions of the compartment,environmental protection must be given to regional cooperation.To solve the problem of air pollution control,the Beijing-Tianjin-Hebei start joint prevention.Although the Beijing-Tianjin-Hebei air pollution mechanism has been established,the three governments are still the current governance model to the main land management.Because of the economic strength,industrial layout,energy consumption and scientific research ability of Beijing,Tianjin and Hebei,there are conflicts of interest in the three places in the process of joint defense and control.The study of this article is mainly divided into the theoretical analysis of fog-haze synergetic governance,the present situation and effect evaluation of Beijing-Tianjin-Hebei cooperation governance mechanism,the existing problems and causes of the mechanism,and the countermeasure of the mechanism.Through the analysis of the necessity and effectiveness of the Beijing-Tianjin-Hebei fog-haze synergistic governance mechanism,the linkage mechanism of emergency and early warning,the joint inspection mechanism and so on,based on the innovative haze management mechanism.Compensation mechanism,region-related subject governance mechanism,environmental protection special fund and fiscal balance mechanism,performance evaluation mechanism and accountability mechanism,etc.,for the Beijing-Tianjin-Hebei cooperation under the development of haze governance provides a theoretical basis.
