As an important energy resource,coal resources once played an important role in the development of the world economy.As an important way to improve the production level of coal mines,the safety management level of coal resources directly determines the economic benefits of the project,and even more concerns the safety of life and property of coal miners.Especially in the current situation of frequent coal mine safety accidents and low level of comprehensive development of coal mine transformation,comprehensive improvement of coal mine safety in production risk management is the basic issue that state-owned coal mines must face at this stage.This paper takes HG Coal Mine's technical transformation project as a case study,uses many methods such as field investigation,expert analysis and so on,comprehensively studies the safety in production risk of the project,and puts forward specific improvement countermeasures,hoping to provide effective reference for the follow-up development of the project and the construction and management of other similar projects.Based on the management procedure of risk identification,analysis,response and monitoring,this paper firstly takes the relevant theory of safety risk management as the support,and clarifies that the safety in production of coal mine should be different from the enterprise operation and financial risk management,but directly linked to safety in production,so as to draw the conclusion that it is necessary to carry out effective research on safety risk management for specific projects of coal mine.Secondly,based on the actual situation of coal mine production and the literature of relevant researchers at home and abroad,the first-level indicators of HG coal mine safety in production risk assessment system are determined from six aspects: intrinsic safety of coal mine,personnel safety,management safety,technical security safety,equipment safety and environmental safety.Thirty-seven detailed factors,such as mine production and construction,personnel education level and so on,are introduced to establish secondary indicators and establish effective subordinate relationship,so as to form a scientific safety risk evaluation system and guide the next step of evaluation.Thirdly,using analytic hierarchy process and fuzzy comprehensive evaluation analysis method,the comprehensive evaluation matrix and risk grade of safety risk index are basically determined,in order to construct the safety risk evaluation model of HG coal mine technical transformation project and carry out effective safety in production risk evaluation.Finally,aiming at various kinds of risk problems,the effective exploration of corresponding improvement countermeasures is carried out.Combining with risk monitoring theory,the early warning and control of project risk sources are analyzed concretely,the operational process of early warning of risk sources is clarified,and the design of early warning forms is carried out according to the specific classification of personnel,equipment,environment and management,in order to provide specific wind for the project.Risk response.
