Research On Green Mine Construction Policy Tools Based On Policy Texts

Since the China International Mining Conference proposed the initiative to develop green mining in 2007,The Opinions on Accelerating the Construction of Ecological Civilization,issued in 2015,raised the construction of green mines int o a national strategy.The Chinese government has also formulated a series of related policy.The policy tools are the methods and means for the government to achieve policy goals.Therefore,studying the green mine construction policy tools has become an important entry point for analyzing the policy.To this end,based on the three-dimensional analysis framework of the green mine construction policy tools of “Policy Tools – Construction Link – Construction Phase”,this paper collects and compiles 41 green mine construction policy texts issued by China’s central government and provincial governments.The content analysis method is mainly used to encode and statistically analyze policy texts.The study found that China’s green mine construction has comprehen sively applied regulatory policy tools,economic incentive policy tools,and social three types of policy tools.However,there are still the following problems in the selection of green mine construction policy tools: First,various policy tools need to b e optimized and improved;second,the use of various policy tools is uneven,regulatory policy tools are over-exploited,economic incentives and social-type policy tools are used less;third,the combination of the three types of policy tools is unbalanced in the construction of green mines;the fourth is that the policy attention in the exploration and recovery links is low,and it has become a weak link in the distribution of policy tools in the construction of green mines.The study found that the reasons for the above problems include: the ambiguity and bias of policy objectives,the interference effects of the characteristics of policy tools and the policy tools selection environment,as well as the path dependence of policy selection.Finally,on the b asis of drawing on the beneficial experience of foreign countries,the following suggestions for optimizing the green mine construction policy tools selection are proposed: improving the top-level design of green mine construction,improving the mining mar ket system and improving the government green mine management system to optimize the green mine construction policy tools selection environment;improve the effectiveness of regulatory policy tools,improve the design of economic incentive policy tools,an d strengthen the use of social policy tools to improve various green mine construction policy tools;optimize the combined use of various policy tools,promote the balanced use of policy tools between green mine construction links,and build a scientific policy tool evaluation system.It is expected to contribute to the improvement of China’s green mine construction policy and practical work.
