Study On Synergistic Management Of Liu Tang River Water Environment In Siyang County

The world situation is changing,the development situation of our country is changing constantly,the economic situation and the social appearance are completely new,and the science and technology are constantly moving forward.However,the rapid economic development can bring opportunities to our country and bring pressure to the environment.With the continuous progress of the economy,the environmental problems of our country are becoming more and more serious,and many environmental contradictions have erupted.Among these problems,water environment problems are particularly prominent.Water environment has its own characteristics,its public resource characteristics are particularly obvious,which makes the water environment must be regulated by the government.In recent years,Siyang County's economy has kept up with the overall economic pace and kept on jumping forward,and the water environment problems have become more and more prominent,so Siyang County must take a responsible attitude towards history and future generations to win the battle against pollution and promote the high-quality development of the ecological environment to do a good job of water environment coordinated management.In the process of water environment management,it needs to coordinate and cooperate in many ways,all parties need to play a corresponding role and contribute their own strength to water environment management.Only by synthesizing the utility of all parties,can water environment problems be effectively managed.However,China's traditional water environment management means can no longer meet the requirements of rapid social development,the corresponding management methods can no longer play a role,so we need to analyze and explore the new development situation,according to the times,to formulate a governance strategy in line with the situation.This article uses a series of theories and analyzes the actual cases,taking Siyang County Liutang River as an example,which is one of the typical cases of Siyang County in water environment management.In promoting the practice of governance,many effective measures have been introduced and some achievements have been made,but there are also some problems.In-depth study of this case has important theoretical and practical significance.In the course of this research,the foreign theoretical achievements and domestic theoretical achievements are combed and used for reference,in the process of discussing the treatment of water environment of Liutang River in Siyang County,the corresponding theory is incorporated,which makes the discussion have sufficient theoretical basis.In addition to the use of effective investigation methods to survey the actual situation,accurate control of the actual situation of development,according to the actual situation to make an elaboration,it can be seen that the main water control in the Liutang River in the water environment management responsibilities are unclear,lack of coordination,lack of overall linkage;enterprises lack awareness of environmental protection,participation in governance is not active;social organizations play a limited role;public participation is not high.This paper analyzes the main causes of environmental control in Liutang River in Siyang County,the most important influencing factors are the imperfect governance system,the insufficient use of market governance model in governance;the absence of social organizations to participate in collaborative governance,resulting in weak coordination;the imperfect mechanism of public participation cooperation,lack of motivation for collaborative governance;the weak force of environmental law enforcement at the grass-roots level and.On the basis of studying the water environment management of Liutang River in Siyang County,this paper puts forward some meaningful solutions to the situation of water environment in Siyang County,such as strengthening the coordination among the multiple governance subjects and constructing the water environment cooperative management system;strengthening the government assessment and incentive mechanism to enhance the initiative and enthusiasm of water environment cooperative management;encouraging the public and social organizations to actively participate in the water environment cooperative management and so on.In order to explore the problem of water environment coordinated governance in Siyang County,further solve the government,market,social organizations,different subjects of the public in the water environment coordinated governance play their respective roles to achieve more effective synergy and win-win.
