A Research On GVC Production Length's Environmental Effects

The fragmentation of global value chain production makes the global division of production more refined,but also deepens the complexity of production,which has a profound impact on the pollution emissions of various countries.Measurement of the GVC is becoming maturer,while the impact of GVC on environmental pollution has not yet been discussed in a unified and effective theoretical framework.And the existing research is also lack of attention to the indicator of GVC production length.According to the existing literature,this study establishes a theoretical framework of the environmental effect of the GVC production length from two perspectives,including "emission reduction effect" and "pollution effect"."Emission reduction effect" is brought by the refinement of division of labor."Pollution effect" is brought by the complexity of production.Then the panel data of 39 countries including China from 1995 to 2009 are selected to empirically analyze the effect of this theoretical mechanism on different pollutants.The empirical results show that there is a significantly positive correlation between the GVC production length and pollution emissions,which means the "pollution effect" of the production length is greater than the "emission reduction effect".There is also no significant difference between air pollution and water pollution.By replacing the core dependent variables and control variables,the regression results of GVC production length on pollution emissions are stable.The regression results of expanding research show that the impact of GVC production length on air pollution is nonlinear,while the impact on water pollution is linear.When the production length is short,the "emission reduction effect" is greater than the "pollution effect".The GVC production length is negatively related to the emission of air pollutants.When the production length is long,the opposite result is obtained.The strength of environmental regulation will have a great impact on the "pollution effect".The stronger the environmental regulation is,the greater the role of "pollution effect".The development level of national economy and society also has a great impact on the "emission reduction effect".Developing countries can make great progress in production and management technology through fine division of labor,reducing pollution emissions.The GVC position affects the environmental effect of GVC production length.Before and after the financial crisis,the environmental effect of GVC production length is negative,and the regression coefficient becomes smaller after the crisis.Nations whose GVC production length did not changed significantly by the financial crisis have a positive environmental effect.Finally,through the mediation effect test of environmental regulation,I find that the Stringency of environmental regulation is an effective channel for the GVC production length.Based on the regression results,policy suggestions are put forward on the aspects of the length of GVC production length,developing countries,leading enterprises and other enterprises on GVC,global environmental pollution coordination mechanism.Reasonable environmental governance suggestions are given,according to China's actual situation.Finally,on the basis of the current international political and economic situation,dealing with environmental problems from the perspective of "pollution effect" and "emission reduction effect" of GVC is needed under the trend of "anti-globalization".
