Research On Methods Of Distribution Of Emission And Emission Markets

Since 20th century,all of the world have taken various environment manage methods to deal with this problem.Nowadays,China give out a new thoughts of environment manage, which is total quantity control of pollution. A useful method of implementing total quantity control is the Tradable Emission Permit system(TEPs),which is proposed in1970s and has been applied widely all over the world.But there is still some theoretic and practice problems.In our country, the TEPs has not been applied for a long time,so it’s more important to make the theoretic and practice research of the TEPs.Firstly,this paper analyses some methods of distribution and market of TEP from ways of law,mechanism of trade and cost of trade generally,and shows out some problems and handbacks on the way of development of market.Secondly,with analysis on present ways of distribution,this paper points out some shorthands in ways of distribution for free,presenting a new modern:several times in one round unknown bid auction modern.Moreover,this modern has been compared with ERCs modern and applies it into case in Xiangjiang river.Thirdly,paper puts production and sell into intertemporal Arrow-Karlin produce/stock modern,then,forms a new profit modern and analyses some elements which affect production.Lastly,this paper gives out some suggestions:enhance legislation of law,to perfect our distribution and trade market,culture new market to our first and second market.
