| Post evaluation of investment projects is a comprehensive and systematic evaluation of the projects that have been completed and put into operation at a certain stage at home and abroad in recent years,including project establishment and construction,project quality,economic benefits,social benefits and sustainable development ability,so as to summarize the work results of each stage of the project in the whole process,find out the shortcomings and problems of the project,and timely Correct mistakes,implement project responsibilities,and provide later development and reference.At present,carrying out post evaluation of investment projects has become an important method and means to improve investment management and engineering management in various countries,With the deepening of China's reform and opening up,China has changed from a single government investment mode of the planned economy to a diversified investment mode with state-owned investment as the main and private investment as the auxiliary,especially in some investment projects involving the public interest,urban construction projects,more and more use PPP investment mode for construction.In this paper,the sewage treatment plant constructed and operated in Yanghe town with PPP mode is selected as a research example to conduct in-depth post investment evaluation research on investment projects,so as to prove the importance and necessity of post investment evaluation on PPP projects of urban sewage treatment,and discuss the establishment and research of post investment evaluation system of PPP projects of urban sewage treatment It provides a more detailed theoretical basis and operational evaluation methods and standards for the further post investment evaluation of PPP project of urban sewage treatment.The PPP project investment in urban sewage treatment not only has the universality of investment projects,but also has the particularity of investment and financing methods,and involves a wider range of relevant laws and regulations.Firstly,this paper studies the universality and particularity of the urban sewage treatment project constructed and operated in PPP mode,clarifies the partnership of the investors in this investment mode,studies the characteristics and key links of each stage of this investment mode,and establishes a post evaluation of the urban sewage treatme projectin PPP mode,including 6 first level indicators,20 second level indicators and 68 third level indicators Index system,which establishes the basic criteria for post investment evaluation of PPP project of urban sewage treatment.A large number of literature studies have been carried out to analyze and apply the basic theory of post evaluation of PPP mode urban sewage treatment project and initially establish the index system of post evaluation;the method of issuing expert questionnaire and experts' centralized discussion has been used to demonstrate and confirm the index system of post evaluation;the method of AHP has been used to allocate and calculate the weight of each level of index system;the method of AHP has been adopted to analyze and apply the basic theory of post evaluation of PPP mode urban sewage treatment project The evaluation model is established with the method of comprehensive evaluation.After several fuzzy operations,the scores of each evaluation content are calculated,and the actual operation effect of the project is quantitatively evaluated and analyzed.Finally,taking Yanghe town sewage treatment plant as a case study,this paper makes a post evaluation of the project from six aspects: preliminary work,project construction,investment implementation,project operation,comprehensive benefit and sustainable development.The final evaluation result is obtained through the calculation of the evaluation model.The project fully achieves the expected construction goal,and can be used for the expansion of the project and the similar projects not built Project management experience. |
