The empirical research on the implementation effect of the joint prevention and control mechanism of air pollution in many key areas of China has important policy reference significance for improving China’s existing regional joint emission reduction mechanism and improving the comprehensive level of regional air pollution comprehensive improvement.To this end,this paper selects the data of atmospheric pollutants in 286 prefecture-level cities from2004 to 2017,starting from the three key prevention and control urban agglomerations of Beijing-Tianjin-Hebei,Yangtze River Delta and Pearl River Delta,and studying different urban agglomerations in different regions.Differences in the effects of air pollution control between cities with economic development levels,in order to explore the differences in emission reduction between air pollution control among urban agglomerations and the impact of different influencing factors on emission reduction effects;at the same time,this paper is also divided according to national policy documents.The joint prevention and control core area and the joint prevention and control non-core area,in order to compare the difference between the two,so as to further explore the effect of policy reduction.The results of this study show that:(1)The policy has a significant effect on reducing sulfur dioxide emissions,but the effect on industrial soot emission reduction is not significant;(2)The traditional non-green industrial structure dominated by the secondary industry,the acceleration of urbanization,and fiscal decentralization The factors are not conducive to pollution reduction;(3)The implementation of the joint prevention and control policy in the Yangtze River Delta region and the Pearl River Delta region has a greater inhibitory effect on the emission of both pollutants than the Beijing-Tianjin-Hebei region,and the Beijing-Tianjin-Hebei region has the weakest policy emission reduction effect.The sulfur dioxide emissions in the core cities of the Pearl River Delta region are significantly better than those in non-core cities.At present,China’s air pollution joint prevention and control policy still has some shortcomings.It can improve the existing mechanism by broadening the main body of governance,forcing industrial upgrading,and focusing on regional differences.
