China's 13th five-year plan has set targets for controlling the total amount and intensity of water,energy and carbon dioxide.There is a strong coupling between energy consumption,water consumption and carbon dioxide emissions,especially water consumption in the process of energy utilization,and carbon dioxide emissions are closely related to energy use.Therefore,it is necessary to study the coupling relationship and cooperative control between water,energy and carbon dioxide.This paper advances step by step from the following three parts,and finally carries out policy coordination research to achieve the maximum effect of water saving,energy saving and emission reduction.In the first part,based on the input-output table of Shanxi Province,the intensity coefficient of trade implied consumption of each department is obtained,and the role of each department in implied resource consumption is determined from the perspective of net implication,and the key issues are identified from the perspective of energy-water coupling.The second part,respectively,to build ecological network water,energy,carbon dioxide,ecological network analysis method was applied to define the production and consumption of all departments in the water-to-carbon dioxide under the research of development and level of energy conservation and emissions reduction,determines the key departments and from the Angle of water-to-carbon dioxide coupling coordination policy Suggestions are put forward.The third part,based on the implied resource consumption intensity coefficient and the key issues of collaborative control that have been obtained,uses NSGA-II for multi-objective optimization to determine how to reasonably adjust the industrial structure under different policy situations to achieve the optimal collaborative control effect of water-energy-carbon dioxide.Studies show that "water in energy" has a more obvious synergistic control effect on water-energy-CO2 than "energy in water".The significance of rational allocation of resources can not only save energy and reduce emission,but also promote mutually beneficial development among various industries rather than negative competition.Finally,it is concluded that under the policy coordination control,changing resource allocation,namely adjusting the total investment of each industry,can greatly improve the effect of water saving,energy saving and emission reduction.
