With the increasingly obvious global climate change,countries,governments and the public pay more and more attention to carbon emissions.On December 12,2015,the Paris Agreement,adopted at the Paris climate change conference,made arrangements for the global response to climate change after 2020,clearly pointed out that countries should take emission reduction measures to control the rise of the global average temperature in this century within 2?.Land is the carrier of human activities,all human activities will produce carbon emissions,and the carbon emissions generated by different land-use methods will also be quite different;different land-use structures,the economic level of each region and the cost of ecological protection are also very different.To study the carbon emissions of different land-use modes can assess the impact of different human activities on the environment from the basic level,and provide a theoretical basis for the development of low-carbon economy;to analyze the differences of carbon emissions in various regions and calculate the carbon emissions compensation can effectively promote the balanced development of various regions.Based on land use data and socio-economic data,this paper uses carbon emission coefficient method and biomass estimation method to calculate the carbon emission and carbon absorption of Fujian Province in 2009-2017,analyzes the impact of different land use modes on carbon emission,calculates the carbon emission and carbon emission intensity of counties in Fujian Province in 2017,and analyzes the spatial differences of carbon emission in Fujian Province On this basis,try to build a county carbon compensation model and calculate the carbon compensation amount of county administrative units.According to the calculation results,79 county administrative units in Fujian Province are divided into 7 regions.The research results show that:(1)The carbon emission intensity of construction land is the highest,between 80.79-98.64 tons / ha;the second is facility farmland,between 17.46-44.85 tons / ha.The carbon absorption intensity of cultivated land is between 4.91-4.78 tons / ha.The carbon absorption effect of forest land is greater than that of cultivated land,garden land and grassland.The change of construction land area has a great impact on carbon emissions in Fujian Province.It is more obvious to restrict the development and utilization of land,improve the efficiency of energy use,and encourage high carbon emission enterprises to use clean energy to improve the climate.(2)The carbon emission of Fujian Province mainly comes from indirect carbon emission of construction land,accounting for 97% of the total carbon emission,and the carbon emission of cultivated land and facility agricultural land is relatively small;forest land,cultivated land and garden land are the main body of carbon absorption in Fujian Province,among which forest land carbon absorption accounts for more than 78%,cultivated land accounts for more than 12%,garden land accounts for more than 8%,and grassland carbon absorption is relatively small.From 2009 to 2017,Fujian's carbon emissions showed an overall upward trend,with an increase rate of 30.80%,which was the same as the change trend of the proportion of secondary industries;the carbon absorption showed a downward trend.According to the change of carbon emission intensity,the carbon emission intensity per unit of GDP shows a downward trend,which is 50.27% lower than that in 2009,and the per capita carbon emission intensity and per unit carbon deposit emission intensity are both on the rise.(3)There is a great relationship between the spatial location and the carbon emission,carbon absorption and net carbon emission of counties in Fujian Province.From the coastal to the inland,the county carbon emissions gradually decreased,the carbon absorption gradually increased,and the net carbon emissions gradually decreased.Quangang District is the area with the largest carbon emission,and Taining County is the area with the smallest carbon emission.The size of carbon emission is related to the regional area,leading industry type and industrial structure.Taijiang District is the area with the smallest carbon absorption,and Jian'ou city is the largest.The size of carbon absorption is related to the regional area and the endowment degree of carbon sink resources.Quangang District is the area with the largest net carbon emission,and the net carbon is the area with the largest net carbon emission Jian'ou city has the largest absorption.(4)On the basis of the calculation and analysis of county carbon emissions,the principle of carbon compensation is determined.Five coefficients are established,i.e.equal unit GDP carbon emission intensity,equal per capita carbon emission intensity,equal unit area carbon emission intensity,resource endowment,and equal historical emissions.On the basis of relative deprivation theory,the coefficient weight is determined and the carbon compensation amount of each county is calculated.Jian'ou city has the highest amount of compensation and Quangang District has the highest amount of compensation.The amount of compensation in each county is not exactly the same as the net carbon emission.(5)Based on the calculation of carbon compensation quota,79 regions in Fujian Province are divided into high and medium high compensation regions.The natural resource endowment of high compensation regions and medium and high compensation regions is sufficient.The carbon emission in the province belongs to the middle and low level.The proportion of secondary industry is small,the area is large,but the proportion of construction land is low.The medium and low compensation regions are distributed around the high compensation regions and medium and high compensation regions.The natural resource endowment is sufficient,but The regional area is relatively small and the economic level is low;compared with other compensated areas,the carbon sink resources in low compensated areas are reduced and there is differentiation in the economic level,and the areas with higher GDP are limited in population or area;the areas with lower GDP are larger.Most of the medium and low compensation areas belong to urban areas or industrial areas,with steady economic development,but the carbon sink resources are insufficient,and the carbon emissions of industrial areas are large;Quangang District and Hui'an County in the high compensation area are dominated by petrochemical industry,with the secondary industry accounting for more than 70%,and the carbon emissions are huge.
