With the continuous development of business administration and project management theory,the traditional mode of subcontract specific engineering projects has gradually become outdated,and EPC general contractor mode has been widely adopted in modern international mainstream project management.EPC project management mode is that the owner outsources the whole value chain of the design,procurement and construction of the overall project to a general contractor,so as to facilitate the owner to conduct management by objectives and review of results.At an important point of implementing the "One Belt And One Road" strategy in China,Chinese enterprises need to "go out" to adapt to the international market rules.In the field of project contracting,Chinese enterprises need to adapt to the international common EPC mode,reduce the operating cost of EPC projects and improve the international competitiveness.Qatar petroleum three phase test separators project is operated and managed by EPC mode,the project owner is Qatar national petroleum company(QP),contractor is Middle East company of CPECC,the main scope of Qatar project is replace seven sets of three phase test separator and related civil,steel structure,piping,electrical and instrumentation construction within seven desgassing station in Dukhan oilfield in Qatar.There is a problem of cost loss and it is urgent to carry out cost control reform in the course of EPC project of Qatar.Through the collection and analysis of Qatar EPC project design,procurement and construction costs,the interview method and value chain analysis method are used to identify the influencing factors affecting the cost of each stage of the Qatar EPC project,and the relationship between the influencing factors is determined by the matrix method.,type and impact analysis.According to the composition and order of the cost influencing factors of Qatar EPC project,the value engineering method and the limit method are applied to design the cost control model of the Qatar EPC project design,procurement and construction,and the cost control suggestions are put forward.
