In recent years,China’s economy has still entered the "new normal" period,and the industrial structure is undergoing continuous auditing,especially the deepening reform of the supply-side structure.The construction and development of green environmental protection energy has become a new issue facing related enterprises.While accelerating the supply-side structural reform,cost control has become an important factor that affects the profitability and long-term development of enterprises.Based on the project of sewage improvement in FuShun petrochemicals olefin plant,this paper analyzes the main factors that lead to the unsatisfactory cost control effect in the whole project,such as: extensive management work and management system,inadequate project design scheme,imperfect organization mechanism,etc..Through analyzing the unfavorable factors in the project,according to the actual situation on the ground,under the premise of satisfying the quality 9001 system,the unique HSE system of CNPC,and meeting the specific construction requirements such as the safety and construction period of the company,This paper puts forward the concrete measures of optimizing the cost management of petrochemical project from the following aspects: human resource allocation and responsibility division;Establishing and improving the organizational structure of the project;ERP is adopted as an advanced information engineering management method to save time and manpower costs;Using advanced earned value analysis method which meets the requirements of the project;The construction phase of the site reduces the duration,reduces the cost,and so on.Finally,according to the characteristics of industry projects,this paper puts forward innovative project design methods and ideas,that is,reduce the project cost expenditure from the source,improve the competitiveness of enterprises,this article has positive reference significance for the petrochemical industry environmental protection transformation and projects related to environmental protection energy. |
