Since the reform and opening up,China's economy has developed rapidly,the industrialization process has advanced,and environmental protection issues have become increasingly prominent.The traditional extensive economic growth mode has not met the requirements of the new era,and how to achieve green development has become an important goal of the moment.In the context of the “Innovation-Driven Development” strategy,green technology innovation can not only improve resource utilization efficiency,but also reduce pollution emissions.It has become the first driving force to lead green development.The report of the 19 th National Congress of the Communist Party of China also clearly called for "building market-oriented green technologies innovation system." In this context,the government's R & D subsidies and environmental regulation policies have played an important role in guiding and restricting the direction of technological innovation and solving the environmental pollution problems caused by industrial development.Do they have an incentive effect on the efficiency of green technological innovation? What is the degree of incentive,and what effect does policy coordination between different types of policies have?This article will conduct a mechanism analysis and empirical research in this regard.First,environmental regulation is divided into market incentive,command and control,and voluntary awareness,and a theoretical analysis framework for R & D subsidy policies,environmental regulation policies,and policy coordination that affect the efficiency of green technology innovation is established.Secondly,determine the input and output indicators of green technology innovation,construct a super-efficiency SBM model,measure the green technology innovation efficiency of 30 provinces and cities in China from 2007 to 2017,and make evaluation from two aspects: overall characteristics and regional differences,further use the Malmquist index method to calculate and decompose the dynamic efficiency of green technology innovation.Third,the panel regression model is used to empirically test the effects of government R & D subsidies,environmental regulations,and their policy crossover items on the efficiency of green technology innovation.The results show that: firstly,China's overall level of green technological innovation is low,and the eastern,central,and western regions are decreasing in turn,and the overall trend is increasing year by year.Secondly,R & D subsidy policies,market-inspired environmental regulations,and command-controlled environmental regulations have a significant positive impact on the efficiency of green technology innovation in regions with efficiency of 0 to 0.2.The impact factor of command-controlled environmental regulations is positive in this region,but not significant.The impact coefficients of R & D subsidy policies and command-and-control environmental regulations are negative,but not significant in regions with an efficiency above 0.2.In terms of overall effects,environmental regulations have stronger positive effects.Thirdly,as a whole,the cross-terms of R & D subsidies and market-incentive environmental regulations,the cross-terms of R & D subsidies and commandcontrolled environmental regulations have a significant negative effect on the efficiency of green technology innovation,and the impact of the internal cross-terms of environmental regulations is not significant,and the effectiveness of policies is still not achieved.Finally,this article proposes corresponding policy recommendations based on the conclusions of empirical analysis.
