Local government fiscal competition promotes the rapid development of local economy,but at the same time it poses a serious threat to the ecological environment.In the context of ecological civilization construction,it is of great significance to explore the impact of local government fiscal competition on regional ecological efficiency.This article first explains the background and significance of the research,the research content and the framework of the paper,systematically sorts out and summarizes the domestic and foreign literature on local government fiscal competition and ecological efficiency,and on this basis,puts forward the innovations and deficiencies of this paper.Secondly,based on the theoretical basis of local government fiscal competition affecting regional eco-efficiency,it deeply analyzes the direct and indirect impact mechanisms of local government fiscal competition on eco-efficiency,pointing out that local government fiscal competition affects regional eco-efficiency through economic growth effects and environmental pollution effects,and affects the ecological efficiency of surrounding areas through technological spillover effects,factor flow effects and environmental externalities effects.Secondly,the existing measurement methods of local government fiscal competition are classified and expanded.Based on the expanded model,except Tibet,the fiscal competition levels of 30 provinces and cities of China are measured,and the characteristics of spatio-temporal changes are analyzed.Based on the DEA model,the ecological efficiency levels of 30 provinces and cities are measured,and the characteristics of spatio-temporal changes are analyzed.Finally,the panel Tobit space Durbin model is used,the traditional static space weight matrix and the dynamic space matrix based on the dynamic flow of factors are constructed,to do the empirical test of the direct effect and indirect effect of the total fiscal expenditure competition and each fiscal expenditure competition on ecological efficiency,and group analysis follows.The study found that: First,the local government fiscal competition basically shows the situation of "benign competition in the eastern region and vicious competition in the central and western regions".The regional ecological efficiency as a whole shows a downward trend.The ecological efficiency in the eastern region is much higher than that in the central and western regions.Second,from the perspective of total fiscal expenditure,at the national level,total fiscal expenditure competition has a significant positive impact on local ecological efficiency,while it has a certain negative spatial spillover effect on surrounding areas,that is,local total fiscal expenditure competition promotes the improvement of local ecological efficiency,but hinders the improvement of ecological efficiency in the surrounding areas.Within each region,due to differences in factor endowments etc.,different results are presented.Third,from the perspective of fiscal expenditure structure,at the national level,the local effect and space spillover effect of economic construction expenditure competition on ecological efficiency are significantly positive;the local effect and space spillover effect of energy conservation and environmental protection expenditure competition on ecological efficiency are both significantly negative;the local effect and space spillover effect of science and technology expenditure competition on ecological efficiency are both positive and relatively significant.Within each region,the direct and indirect effects of various expenditure competitions vary in direction and intensity.
