In recent years,the frequent smog and environmental pollution problems in many cities have sounded an alarm for environmental governance.The environmental destruction problem left behind by economic development makes t he task of improving eco-efficiency extremely urgent.In addition,the differences in the construction of regional ecological civilization in China are also constantly highlighted.It is difficult for low-efficiency regions to rely on their own strength to change the development path,and it is necessary for high-efficiency regions to play an active role in efficiency spillovers and to promote the promotion of low-efficiency regions.Therefore,we need to find ways to increase the spatial spillover of cities that are more ecologically efficient,and to strengthen the method of active spatial spillover.Firstly,the promotion of championship theory,imitation behavior theory and growth pole theory are used as theoretical basis to sort out the sources of regional competition and spatial spillover;Secondly,the spillover model of the spatial spillover mechanism of urban eco-efficiency is proposed to bottom up and bottom down,and the driving force of high pressure and low suction,the effects of high pressure and low suction on eco-efficiency were analyzed;Thirdly,using the Meta-US-SBM model to measure the urban eco-efficiency in China,and it measures high pressure and low suction,and analyzes characteristics of Chinese urban eco-efficiency,and high pressure and low suction power.Finally,the paper uses the panel data of 191 cities in China from 2003 to 2015 to analyze the effect of the spatial spillover mechanism of urban competition under different geographical thresholds and under different conditions using panel fixed effect model to test the hypothesis.The research in this paper shows that there are two types of competition spillovers in China’s eco-efficiency spatial spillover,the high pressure and low suction can drive efficiency spillover,but there are significant differences in the scope,direction,and magnitude of impact.The positive spatial spillovers generated by bottom up are only effective within a limited space,while the negative spatial spillover due to bottom down is less affected by distance;the cities in the country are mainly negatively affected by cities with low eco-efficiency.The pattern of bottom down spillover in urban competition is more significant.Further analysis found that,the eastern city 、non-resource-based cities and environmental protection key city are more affected by the neighboring eco-efficiency,showing us some bottom up characteristics.Based on the empirical results,this paper proposes relevant policy recommendations.On the one hand,the government has gradually replaced “promoting championships” with “efficiency championships” by strengthening efficiency constraints,to stimulate the city’s initiative to improve eco-efficiency.on the other hand,adopt different constraint strategy and encourage the city to explore their ways to promote green development model,reduce the negative influence from the bottom down negative spatial spillover.
