The Study On Environmental Regulation Effect Of Local Government Competition Under Fiscal Decentralization

With the continuous transformation of China's fiscal system,especially in 1994,the reform of the tax system to improve the enthusiasm of local government development,brought about the rapid growth of local economy,but on the other hand also brought the local government consumption of the ecological environment,Environmental pollution and environmental degradation become increasingly serious,is not conducive to the sustainable development of China's economy.China's environmental problems are the result of "extensive" development,which relies on the traditional industrialization to promote the resources,the environment for the consumption of environmental development model derived from "Chinese-style fiscal decentralization" under the local government behavior.Chinese-style fiscal decentralization is not really a decent sense of decentralization,but a set of political centralization and economic decentralization,which is essentially different from the Western decentralization system.It is undeniable that the political and financial incentives brought about by fiscal decentralization have contributed to the economic success of our country.However,fiscal decentralization also distorts local government behavior,making the local government to compete,heavy economic investment and despise environmental governance.On the one hand,the political centralization allows the central authorities to directly determine the local appointment and removal of local personnel,local officials and therefore pay great attention to the higher level evaluation,to seek political promotion,local neighborhoods,competition performance competition;the other hand,due to China's GDP-based performance appraisal mechanism As well as economic decentralization to give local development momentum,making the local government have greater enthusiasm to carry out economic construction.Therefore,the local government is committed to invest in infrastructure construction,foster local enterprises,through a variety of preferential policies to attract capital,talent,technology and other resources into.Therefore,whether the local government competition under the fiscal decentralization restrains the local environmental regulation is a subject worthy of further study.Based on the existing research results,this paper constructs the theoretical analysis framework,analyzes the inherent logic of local government competition and environmental regulation from the theoretical level,and makes a detailed study on the competition of local government,focusing on the place of fiscal decentralization The Environmental Regulation Effect of Government Competition and Its Influence.And uses the panel data of 30 provinces,municipalities and autonomous regions in China from 2000 to 2014,and carries on the empirical test to this hypothesis by the method of entropy method,panel regression,space measurement and threshold check.The empirical results show that:(1)The overall intensity of environmental regulation in China has risen slightly,but the regional differentiation is obvious,the distribution of "east high west low" and the spatial agglomeration phenomenon,the western region has always been an upward trend in environmental regulation intensity,the central region of environmental regulation intensity change is not obvious(2)the current fiscal system is not conducive to the improvement of environmental regulation,fiscal decentralization mainly through local government competition to curb environmental regulation;(3)under the effect of fiscal decentralization,China's foreign business Investment competition and human capital competition are manifested as the effect of "competition in the end",the competition of technology competition and governance is "scale effect",that is,"competition to the top" phenomenon,but from the regional level,the negative effect of foreign investment competition is(4)There is a threshold effect on the impact of local government competition on environmental regulation.With the increase of fiscal decentralization and economic level,the effect of environmental regulation on local competition is also the same as that of the eastern part of the region.Will show the opposite change.Based on the research conclusion,this paper puts forward the following policy suggestions: First,improve the fiscal revenue and expenditure system to ensure that the environmental management funds;Second,to amend the performance appraisal system,strengthen the public service functions;Third,clear the responsibility of governance around,strengthen regional environmental cooperation.
