Research On Problems And Countermeasures Of Administrative Supervision On Safety Of Hazardous Chemical

With the continuous development of China’s economy and society,the steady progress of the industrial level,and the profound change of process technology,the chemical industry,as a traditional industry and the mainstay of the economy,has developed significantly.However,in recent years,a series of production accidents involving hazardous chemicals have occurred in China and abroad,causing significant social impacts,such as the explosion at Tianjin Port in August 2015,the explosion at Beirut Port in Lebanon in August 2020.The whole society is very concerned about the safety of hazardous chemicals,so much so that it "turns pale at the mention of danger".At the same time,the frequent occurrence of accidents has made the whole society question the effectiveness of regulatory supervision of hazardous chemical production safety.Effectively monitoring and managing the production safety of hazardous chemicals,ensuring the safety of hazardous chemical production and operation units throughout the process of production,operation,storage,transportation and use,reducing the frequency of serious production and safety accidents involving hazardous chemicals,and ensuring the safety of people’s property and lives are a major challenge for governments at all levels in the present and the future.Based on the background of hazardous chemical accidents in China,this paper argues that it is helpful to reflect the national situation by studying the administrative supervision at the municipal level.Therefore,this paper selects L City as the research object,combs the characteristics of hazardous chemicals industry in L City,statistically analyzes the risk distribution of hazardous chemicals in L City,there is also the division of work of administrative supervision on the safety of dangerous chemicals in L City,and the work efficiency in recent years,briefly analyzes the typical cases of hazardous chemicals production safety accidents in L City.Firstly,through searching the literature,this paper sorted out the research status of administrative supervision on safety of hazardous chemicals at home and abroad,defined the concepts related to hazardous chemicals,and summarized the government regulation theory,game theory and other related theories.Secondly,taking the problems in the regulatory field exposed by the production safety accidents of hazardous chemicals in L City and the whole country as the starting point and the government regulation theory as the framework system,this paper analyzes and explores the problems existing in the administrative supervision of hazardous chemicals in L City from three aspects: the subject of government regulation,the content of government regulation and the way of government regulation,analyze the deep-seated reasons for the failure of government social regulation of hazardous chemical safety.Finally,combined with the institutional reform and the transformation of administrative supervision ideas carried out by the state in recent years,this paper puts forward countermeasures and suggestions to improve the administrative supervision of hazardous chemical safety in China,such as building a regulatory subject with clear positioning and coordinated co governance,improving the relative integrity of regulatory content,and enhancing the types of regulatory implementation methods.
