| In recent years,China’s environmental protection work has been deepening.With the deepening of the understanding of the concept of environmental protection,the focus of environmental protection began to shift from environmental pollution control to environmental management,and then to ecological environment protection.Therefore,the national standard of environmental protection in our country has been constantly improved.The state has written environmental protection into the basic national policy,constantly updated and improved the laws and regulations of environmental protection,and issued a large number of technical standards of environmental protection.More and more attention has been paid to the civil standard of environmental protection by the government.Nevertheless,in the front line of environmental protection management,especially in the process of environmental protection law enforcement,the disharmony between national environmental standards and civil environmental standards is still prominent.The discharge of pollutant discharge units has reached the national standard of environmental protection,but it is still subject to complaints from the people around.On the basis of the fact that the law enforcement departments of environmental protection have strengthened law enforcement and the frequency of law enforcement is still unable to solve the complaints of the masses,the effect of law enforcement will inevitably fall short of the environmental protection civil standard.At present,the main social contradictions in our country have been transformed into the contradiction between the people’s growing need for a better life and the unbalanced and inadequate development.The organic unification of national and national standards of environmental protection is not only conducive to the improvement of environmental quality,but also the proper meaning of solving the main social contradictions.On the basis of defining and interpreting the national and civilian standards of environmental protection,this paper discusses the possibility and feasibility of organic unification of national and civilian standards of environmental protection from the theoretical level,combs the development history of national standards of environmental protection,the process of national environmental protection policy,the perfection of environmental laws and regulations,and the development and refinement of technical standards of environmental protection,and analyses the limitations of national standards of environmental protection,so as to govern by cooking lampblack.Based on the typical cases of environmental letters and visits and major environmental protection incidents in the harbor and sluice areas,and combined with questionnaires,this paper further explores the reasons for the inconsistency between national environmental standards and civil standards,and summarizes the reference value for the organic unification of national environmental standards and civil standards in China on the basis of studying the conflict resolution mechanism between national environmental standards and civil standards in Japan and the United States.The research results show that the existing research will unidirectionally analyze the national and civil standards of environmental protection,with less analysis of their mutual influence and the significance of their relationship to the improvement of environmental quality,less in-depth study on the difficulties of national standards design and grass-roots law enforcement of environmental protection;the organic unification of national standards of environmental protection and civil standards needs to establish a sound national standards system,rationally guide the development of civil standards,and in the study of tune.In the survey,the improvement of the national standard system of environmental protection lacks self-inspection mechanism.Civil environmental protection bidding has not been effectively integrated into the initial stage of project construction.On this basis,some suggestions are put forward,such as rational planning of urban development,technical improvement of laws and regulations,adherence to professional standards,all-round and multi-angle supervision,implementation of the subsidy policy for bid promotion,and strengthening the operation of environmental courts. |
