Nature reserves are defined or confirmed by governments at all levels according to law,and they are land or sea areas for long-term protection of important natural ecosystems,natural relics,natural landscapes and the natural resources,ecological functions and cultural values they carry.The theory and technical method of regulatory detailed planning of nature reserves in China are still in the exploratory stage.Based on the theory of nature reserves and the method of urban regulatory detailed planning,this paper makes a systematic study on the necessity and feasibility of carrying out regulatory detailed planning for nature reserves,the objectives and principles of regulatory detailed planning for nature reserves,and the contents / technical methods / index system of regulatory detailed planning for nature reserves,with a view to improving and adapting to me The planning system of nature reserves in China.In the study of the necessity and feasibility of the detailed planning of the control of nature reserves,this paper puts forward the necessity of carrying out the detailed planning of nature reserves in China from the current situation and problems of the planning procedure and content of nature reserves:(1)the necessary links of the planning procedure of nature reserves;(2)the implementation of the overall planning scope and functional zoning boundary;(3)the realization of nature reserves The necessary means of basic function and ecological value of conservation land;(4)control the planning content of development and construction behavior and human activities;(5)realize the planning mode of sustainable development of natural conservation land.The feasibility of regulatory detailed planning of nature reserves in China mainly includes:(1)theoretical feasibility of regulatory planning of nature reserves;(2)content feasibility of regulatory planning of nature reserves;(3)technical feasibility of regulatory planning of nature reserves.Based on the analysis and demonstration of the basic functions and planning approaches of nature reserves,the objectives of the regulatory detailed planning of nature reserves are:(1)to improve the level of planning;(2)to realize the functions of nature reserves;(3)to realize the sustainable development of nature reserves.Based on the basic functions and spatial attributes of nature reserves,the basic principles of regulatory detailed planning of nature reserves are:(1)priority of protection;(2)reasonable utilization;(3)operability.On the basis of combing the theory of regulatory detailed planning and the theory of nature reserves,this paper focuses on the content,technical methods and index system suitable for the regulatory detailed planning of nature reserves.The contents of the regulatory detailed planning of nature reserves mainly include:(1)the control of the scope and functional zoning boundary;(2)the control of land use;(3)the control of supporting facilities;(4)the control of environmental capacity;(5)the guidance of landscape design;(6)the control of community construction.The main technical methods to guide the regulatory detailed planning of nature reserves include:(1)ecological sensitivity analysis method;(2)environmental capacity control method;(3)acceptable change limit control method;(4)diagram method,etc.The index system of the regulatory detailed planning of nature reserves is composed of regulatory indicators and guiding indicators,including 31 regulatory indicators and 18 guiding indicators.This paper systematically studies the differences between the regulatory detailed planning of nature reserves and the traditional urban regulatory detailed planning,aiming at the realization of the main function of nature reserves,discusses the planning content,technical methods and index system applicable to the regulatory detailed planning of nature reserves,which will improve the planning system of nature reserves and guide the regulatory detailed planning of nature reserves in China It has academic value and practical significance.
