The Realistic Predicament And Breakthrough Path Of Housing Land Reform In Nanyue Nature Reserve

As an important part of rural land,homestead is directly related to the production and life in rural areas.In recent years,China has accelerated the pace of rural construction.In the process of rural construction,attention should be paid to homestead and the effectiveness of rural construction can be guaranteed only by carrying out rural construction based on homestead.Under the two rights division,give priority to in order to guarantee the rural residential land system,to provide security for rural orderly development,but with the development of social economy,the industrial activity as a proportion of the production activities in the countryside gradually enhanced,change the traditional agriculture to the non-agricultural activities,two rights allocation of the land system restrict the development of rural areas gradually.Therefore,the government adjusted the rural homestead system,changed it into the management of the three rights separation,and took the management of the three rights separation as the general starting point of rural revitalization.Taking the homestead of Nanyue rature reserve and scenic spot as the research object,this paper explores the practical dilemma and breakthrough path of the homestead reform of Nanyue rature reserve and scenic spot through the methods of literature,investigation and research,comparative research and case analysis.Starting from the research background and significance,clarify the research ideas and methods,and then describe the basic concepts and theories involved in this paper,such as land property right theory,sustainable development theory and resource planning theory.On the theoretical basis,sort out the research status of homestead system and Reform in scenic spots at home and abroad.It summarizes the development process of domestic land homestead reform from the development stage,development characteristics and typical cases of homestead reform,and then returns to the area explored in this paper,namely Nanyue District,Hengyang City.Based on the form of questionnaire and interview,it summarizes the practical difficulties existing in the homestead reform in Nanyue District,and finally puts forward the breakthrough path for the practical difficulties.
