With the development of industry and economic growth,ecological problems have gradually attracted people’s attention,and the concept of industrial green development has become a consensus.Although Shaanxi Province has stepped up efforts to govern industrial green development in recent years,the efficiency of industrial green development is not high.Shaanxi Province must be guided by the concept of industrial green development,give full play to the vitality of the market and the public,adjust the triangular relationship of"government-market-social public",and form a standardized and efficient modern governance mechanism for industrial green development.Firstly,the research background,research significance,and research content of the thesis are elaborated,related concepts are defined,relevant theories and domestic and foreign literature are sorted out.Secondly,analyze the current situation of industrial green development in Shaanxi Province,and use Super-SBM model to measure the industrial green development efficiency of Shaanxi Province.The results show that:from 2008 to 2017,the industrial green development efficiency of Shaanxi Province is less than 1,which is in an "inefficient" state;Based on the Malmquist index analysis,Shaanxi’s industrial green development efficiency and technological efficiency have improved and technology has improved from 2008 to 2017;Analysis of the current situation of modern governance of industrial green development in Shaanxi Province reveals that there is still much room for improvement in modern governance of industrial green development in Shaanxi Province.Thirdly,a framework of modern governance mechanism for industrial green development composed of government governance subsystem,market governance subsystem and social public governance subsystem is proposed.Based on this,a conceptual model of modern governance mechanism for industrial green development in Shaanxi Province is constructed,and theoretical assumptions are made.The path analysis method is used to study the influence path of the three governance subsystems on the industrial green development efficiency of Shaanxi Province,and to analyze the interaction of the three governance subsystems in the modern governance mechanism.The results show that the absolute value of the direct path coefficient of the three governance subsystems for industrial green development is ranked as follows:government governance subsystem>market governance subsystem>social public governance subsystem,the government governance subsystem has a significant direct promotion effect on the industrial green development of Shaanxi Province,the market governance subsystem has a significant direct inhibition effect,and the social public governance subsystem has an insignificant direct inhibition effect;There are complex interactions among the three governance subsystems,the governance behavior of the public will have a direct and indirect impact on the government and market governance behavior;The indirect positive promotion of the market governance subsystem and the social public governance subsystem through the government governance subsystem to the industrial green development efficiency of Shaanxi Province,which can offset the inhibition of the market governance subsystem and social public governance subsystem.The comprehensive effects of the three governance subsystems on the industrial green development of Shaanxi Province are all positive;Finally,based on the above research results,countermeasures and suggestions for improving the modern governance mechanism of industrial green development in Shaanxi Province were proposed from three aspects:government governance,market governance,and social public governance.
