With the continuous development of economy and society and the acceleration of urbanization in China,great changes have taken place in the living standards and way of life of urban and rural residents.The subsequent domestic waste begins to erode the countryside,and the ecological environment is threatened.?In view of the deteriorating ecological environment in China,the State Council issued the 13 th five-year Plan for Ecological Environment Protection in 2016,which pointed out that treatment should be carried out in accordance with local conditions,improve the model of "village collection,town transfer and county disposal" of rural domestic waste,and encourage local resources.?It is the new expectation of the broad masses of the people to improve the living environment in urban and rural areas and improve the overall living standards of the residents.?Under the new situation,how to take scientific,reasonable and effective measures to strengthen urban and rural sanitation management and improve the level and efficiency of urban and rural sanitation management has become a common concern of the society.?The integration of urban and rural sanitation is not only a necessity to promote economic and social development and cope with changes in the living environment,but also an inevitable choice to improve people's living standards and benefit future generations,and an important carrier for coordinating urban and rural development and promoting social harmony.it is a livelihood project that benefits millions of people.?Fuxian County,through the establishment of national civilized county seat and national health county seat in recent years,has achieved some results in the comprehensive improvement of urban and rural environment,but there are still many problems to be solved.?The problems such as the random stacking of domestic waste,the unclear classification of domestic waste,the inability to recycle according to the classification requirements,the shortage of domestic sewage collection facilities,the serious pollution of scattered sewage discharge,the uneven sanitation services in urban and rural areas,the relative backwardness of existing garbage and sewage disposal,and the accumulation of pollutants for a long time,threaten the utilization of water resources and the safety of water supply,and seriously affect the improvement of the overall living environment in urban and rural areas.?Through multi-party investigation,Fuxian proposed to implement the integration of urban and rural sanitation locally,in order to solve or improve the existing urban and rural environmental problems.In recent years,the integrated construction of urban and rural sanitation has achieved certain results in all parts of China,but no attempt has been made in such "poor" places as Fuxian County.In the new era,the implementation of the integration of urban and rural sanitation in Fuxian county is of great significance to enrich the empirical research on the integration of urban and rural sanitation.Through research,this paper compares the differences between The implementation of urban-rural integration in Fuxian County,finds out the problems and contradictions encountered in the implementation of urban-rural integration,and puts forward countermeasures and Suggestions to solve the current dilemma: improve financing channels to solve the fund shortage dilemma;To strengthen the publicity of classified knowledge and improve the degree of coordination among the masses;Adjust the garbage classification standard and improve the end disposal;Scientific planning and site selection,and rational allocation of facilities and equipment;Establish the operation mechanism of "manager + responsible person" to promote long-term management;Improve supervision and assessment,and enhance the efficiency of urban and rural sanitation integration;We will liberalize the market for sanitation services and implement a market-based pricing mechanism.We will launch the Internet + sanitation initiative to achieve refined management of urban and rural sanitation.
