“Green Development” is a new development way which purses ecological civilization and harmonious development.In this ideology,environmental resources are considered as elements of social development,only by converting resources total amount control to back step the resource utilization pattern can we meet the new requirements of the era of green development.Bai Yang Dian is the core river system of Xiong’An New Area,it is one of the key factors which will significantly show the development way of the whole area in which contains the idea of green,low-carbon and circulation.Carrying out the evaluation of water environment carrying capacity in Bai Yang Dian,and realizing the carrying capacity and condition of water environment is a very fundamental and important work which can help us be aware of the details and operate batter shortly.Wen can also formulate the development strategy,space layout,protection measures and related policies that adapt to the carrying capacity of resources and environment,and hold the bottom line of carrying capacity of resources and environment,the result will also provide policy proposal for constructing Xiong’An New Area into a new city that combine green,low-carbon,circulation,smart and waterfriendly all together.This paper focuses on the collaborative relationship model construction of water environment carrying capacity and green development.An empirical study in Bai Yang Dian is also carried out.The main achievements are as follows:(1).Starting with the demand of water,food,energy,city,industry,population and other development factors,a carrying capacity index system which reflects water resources supporting capacity,water environmental capacity,the efficiency of economic development,technological progress level is built scientifically and objectively.The original disciplinary apparent index of carrying capacity is upgraded into the adjustable index of supporting green development model.(2).Based on the principle of system dynamics,the collaborative relationship model of water environment carrying capacity and green development(WEFH)was established,including several sub-modules including water resources,water environment,energy,population and economy,as well as the determination of carrying capacity.The assessment steps of water environment carrying capacity are also presented(3).Based on the WEFH coupling model,an empirical study on the assessment and regulation of the carrying capacity of Bai Yang Dian water environment is carried out based on the regional development plan.The results show that the carrying capacity of the water environment in the basin in 2017 was 3.14,which was a heavy overload.The carrying capacity could be fully restored in 2028.
