Research On Construction Of HSE Management System In Coal Mine Engineering

As one of the important pillar industries in China in the 21st century,the coal mine industry is characterized by high risk,high energy consumption and high pollution.Because underground work is more,safety hidden danger is bigger,the state and enterprise pay great attention to coal mine safety management.With the development of economy and society,more attention has been paid to the environment and occupational health of coal mine workers,and the trinity management of Coal mine Engineering H(health)S(safety)E(environment)has been put on the agenda.However,due to the lack of HSE management system suitable for coal mine project,its implementation progress is slow.On the basis of literature research,this paper first conducts a questionnaire survey,on the management of health,safety and environment of coal mine engineering projects,analyzes the problems existing in HSE management of coal mine enterprises,and discusses the necessity of establishing HSE management system of coal mine engineering enterprises.Guided by HSE management theory,aiming at the characteristics of coal mine engineering,HSE management system model,HSE management element analysis,HSE management system operation mode and system process control are constructed.This system takes risk management and performance evaluation as the core,PDCA cycle as the operating principle,and establishes a long-term HSE mechanism for continuous improvement of coal mine engineering.At the risk management level,the work flow and method of HSE risk management in coal mine engineering are designed based on the dual preventive work mechanism and combined with risk grading management and control and hidden danger screening and control,and the implementation method of the dual preventive work mechanism of HSE risk management is illustrated with an example of A fully-mechanized face of coal mine A.At the level of performance evaluation,AHP and fuzzy comprehensive evaluation method are used to establish the HSE management performance evaluation model to form the AHP-fuzzy evaluation performance evaluation system.Similarly,taking A coal mine as an example,HSE management performance evaluation is conducted to obtain the HSE management level of A coal mine and verify the scientific nature and effectiveness of the system.In today's transformation from traditional coal mine to smart coal mine,vigorously promoting the construction of coal mine project HSE management system is not only an important link to improve the comprehensive management level of coal mine,but also an important guarantee to enhance the core competitiveness and sustainable development ability of coal mine enterprises.
