As the global warming develops,the increasing attention on carbon emission has become a problem that the construction engineering market must face.Bidding and tendering is a transaction behavior of the standardized construction project market,and the quality,cost and the duration of the construction project will be profoundly affected by the bid evaluation.At present,China's infrastructure and housing construction scale is huge.However,there is a lack of research on environmental protection in the stage of project bidding and evaluation.The evaluation criteria of different index weights vary greatly,and studies on carbon footprint analysis and assessment are even rarer.The bill of quantities is often used in the current bidding and evaluation of construction projects,and the evaluation parts on environmental protection were always set in the technique criteria with low weight,which made the judgements on the projects' environmental protection only depending on the specialists' subjective evaluation.Moreover,there are few carbon footprint-related evaluation indicators proposed.How to ensure and maintain reasonable rights and interests on the carbon emissions of the owner sides in the increasingly fierce bidding market? It is the focus of this study to introduce the evaluation criteria and system for the carbon emissions of construction contractors in the bidding evaluation phase,and to avoid excessive transfer of carbon emissions from contractors to owners.This study will use literature research method and Delphi method and other research methods to analyze domestic and foreign bid evaluation methods.According to bid evaluation result-oriented factors,bid evaluation methods are divided into three types: cost type,comprehensive type,and valuable type.Based on the carbon tracking model,we constructed the carbon footprint evaluation mechanism,and proposed the carbon footprint evaluation mechanism for the above three types of different evaluation methods,and established the carbon footprint-based construction bidding evaluation criteria.The comprehensive evaluation method is taken as the representative bid evaluation method.When the carbon footprint bid evaluation mechanism is introduced,k-mean clustering algorithm is used to analyze the existing bid evaluation schemes.Meanwhile,we proposed the weight value of carbon footprint evaluation index according to the different investment scale.Finally,the feasibility and applicability of the carbon footprint-based bid evaluation criteria were verified by case analyses.Our results showed that the carbon footprint-based bid evaluation criterion can be applied to many different types of bid evaluation methods,and is easy to be adopted by the owners and bidding organizations.Moreover,it can promote the realization of green emission reduction and reasonably avoid the excessive transfer of carbon emissions from engineering contractors to the owners.Furthermore,carbon footprint-based bid evaluation criterion is helpful to push engineering contractors to continuously improve green construction management and optimize emission reduction construction technologies to meet the new requirements of carbon footprint-based bid evaluation.
