The chlor-alkali industry is an important part of China’s basic chemical industry,and it is also a high-risk industry.There are fire,explosion,poisoning and other risks in the production process.If improper management and control,it will cause serious damage to production equipment,cause casualties,bring huge losses,and seriously damage the surrounding environment.The modern safety management based on the safety risk theory is changed from the post-analysis type to the pre-precaution type.The entire accident chain of accidents can be analyzed in advance,and the risks can be classified and controlled according to the analysis results,which can effectively prevent accidents.Based on the current status of risk management research at home and abroad,this paper uses quantitative and semi-quantitative risk assessment methods to analyze the potential risks of the chlor-alkali industry.The human-machine-environment system of the chlor-alkali industry is systematically analyzed.By identifying the dangerous factors in the chlor-alkali production process,the hazardous factors were analyzed.By comparing the advantages and disadvantages of various evaluation methods,using the Job Hazard Analysis Method(JHA)to conduct a semi-quantitative analysis of the relevant operational activities in the chlor-alkali production process,and according to the risk value,the risk of operational activities is divided into 4 levels: low risk,general risk,larger risk and major risk;the quantitative risk assessment method(QRA)is used to analyze the chlor-alkali production equipment and facilities,establish a personal risk and social risk calculation model of hazards in the chlor-alkali production process,and determine the risk ranking of the production facilities through the potential loss of life(PLL).According to the evaluation results,follow the order of eliminating risks → reducing risks → individual protection → emergency management and control,and put forward targeted risk prevention and control methods.Based on the above research,taking a chlor-alkali production enterprise as an example,a risk assessment of 7 operations(30 operation steps)of the enterprise was carried out.After identification,16 of the enterprise’s operational steps were included in larger risk management,11 were included in general risk management,and 3 were included in low risk management;by calculating the potential loss of life of equipment and facilities,it is concluded that the risk of the chlorine press is the greatest;calculating the personal risk and social risk before and after taking risk prevention and control measures,by comparing and analyzing the calculation results,verifies the feasibility,rationality and scientificity of the prevention and control technology,and provide a reference for enterprises to prevent accidents...
