With the rapid development of industrialization and urbanization,rapid economic and social development and continuous tension of population,resources and environment,the environmental problems brought by these are increasingly prominent.With the current situation,it is more and more urgent to carry out corresponding environmental supervision and law enforcement for environmental protection.In our domestic,grass-roots environmental monitoring law enforcement is the important foundation of environmental protection and environmental monitoring,and communities and the actual bearing the importance of environmental protection,environmental monitoring,environmental governance responsibilities,that results in environmental monitoring work at the grass-roots level of our country's environmental protection work and environmental management and environmental regulation has a direct impact.At present,the situation of grassroots environmental governance in China is grim.In practice,there are problems such as backward supervision methods and means,insufficient supervision and law enforcement ability,unreasonable personnel allocation,insufficient coordination between departments,and lack of experience in supervision and law enforcement department management.In this paper,the author studies on environmental monitoring law enforcement system is to make the environmental protection law enforcement personnel based on computer technology and modern communication technology,based on the scientific and reasonable management concept and mode,through the use of information technology,automation and other high and new technology,real-time and accurate understanding of pollution emission related data,pollution control effect,and so on and so forth,to strengthen the effectiveness of the supervision work and efforts,will be really implement pollution reduction measures of software systems.This paper,by combining the present stage of the specific conditions of the domestic and foreign environmental monitoring law enforcement and has the application of environmental monitoring law enforcement class software,some existing problems in around our country grass-roots environmental law enforcement in terms of difficulties,environmental monitoring law enforcement system in the law enforcement ability are analyzed in detail,and implementation,information query,mobile management,big data,artificial intelligence and other aspects of demand,according to the requirements from the database,task management,law enforcement,administrative penalties,information query,online monitoring,environmental manual,electronic maps,such as law enforcement assistant for environmental monitoring function design of the software in the law enforcement.We will encourage grassroots environmental supervision departments to implement wise law enforcement in environmental supervision.
