Study On The Disclosure Scope Of Water Pollutant Discharge Permit Information

In the development process of China's water environment governance,the discharge permit system plays a vital role.The water pollutant discharge permit information disclosure system started late in China,and it is a excellent system that has an important role in environmental protection after the disclosure of government affairs.The study on the disclosure scope of water pollutant discharge permits not only helps to further clarify the responsibility boundaries of the government and enterprises in the collection and disclosure of water pollutant discharge permit information,but also facilitates the promotion of water pollutant discharge unit discharge permit information and the ecological authorities.The timely disclosure of supervisory law enforcement information promotes the realization of the public's right to know and supervise the environment,and at the same time helps to lay a theoretical foundation for building a fair and transparent sewage permit system.This article aims to study the scope of information disclosure of water pollutant discharge permits.By comparing the emission permit systems of China and the United States,this paper proposes the existence of Chinese water pollutant discharge permit information disclosure scope.Problems such as difficulties in defining,relatively narrow scope,and unclear disclosure scope of pollution source monitoring information.Taking the above problems as an entry point,it is analyzed that the reasons for the above problems are due to the limitation of the information disclosure concept,the discharge permit information disclosure system is not sound enough,and the technical means of the discharge permit information disclosure are not well played.Finally,some suggestions were put forward based on the above problems and reasons,including the way to scientifically define the disclosure scope of water pollutant discharge permit information,refine the disclosure scope of water pollutant discharge permit information,and strengthen the collection and disclosure of pollution source supervision monitoring information.
