With the sound of the clarion call of building a powerful transportation country,western highway construction has ushered in new developments.Highways often cross high mountain valleys.Such highways have the characteristics of long routes,huge structures,complex technologies,long construction cycles,and complicated construction organizations.Especially in the areas affected by the geological structure,hydrological conditions and environmental protection of the canyon reservoir area,it is almost impossible to build traditional construction access roads.The use of waterborne ship transportation instead of traditional construction access roads has become a construction innovation combined with topography and landforms.It brings convenience,but it also brings new security risks to the project construction.This paper relies on the "National Highway 310 Xunhua to Longwuxia Section Expressway Project"(hereinafter referred to as "Xunlong Expressway")to study the problems existing in the safety risk management of the construction ships crossing the Yellow River Gongboxia Reservoir area.The necessity of construction ship safety risk management and control when the Xunlong Expressway in the canyon reservoir area crosses the Yellow River Gongboxia Reservoir area is derived from the construction characteristics of the Xunlong Expressway.On-site investigation and analysis of the safety status of construction ship transportation in the Gongboxia Reservoir area of the Yellow River,including four aspects: construction organization status,natural geographical conditions of the reservoir area,operation status of the ships in the reservoir area,and safety status of transportation ships in the construction area.The identification of risk sources is based on the analysis of the status quo of safety,and the safety influencing factors that affect the construction ships in the Gongboxia reservoir area of the Yellow River are classified into four categories: human,material,environment and management.According to the basic principles of index system construction,combined with the relevant influencing factors of the operation safety of construction ships in the Gongboxia Reservoir area,the indicators of the human factor,the index of the ship factor,and the environmental factor of the transportation of the construction ship in the reservoir area are established at different levels.Indicators,indicators of management factors.According to the established index system,the importance of the four factors is compared in pairs,and the comparison matrix is obtained.Calculate the weight coefficient of the comparison matrix,and bring the weight coefficient into the consistency check formula for consistency check.Immediately followed by the calculation of the secondary index weight coefficient and consistency test.After the weight matrix is obtained,the survey and scoring are conducted again,combined with the actual survey on site,the safety risk assessment matrix for the construction ship transportation under various factors in the reservoir area is obtained.According to the principle of maximum membership,the analysis is obtained,"Xunlong Expressway" The safety risk of high-use construction ships assisting transportation across the Gongboxia Reservoir area can be effectively controlled,and the safety of construction ships in the Gongboxia Reservoir area is better.Through the research of this article,the following main conclusions are drawn.First,on the basis of effectively identifying the source of safety risk,the safety risk of construction ship transportation in the reservoir area can be controlled;second,the safety risk evaluation index system of construction ship transportation in the reservoir area has certain applicability.The third is the construction ship transportation safety emergency plan and safety risk control measures in the reservoir area have practical value.The construction ship transportation in the reservoir area is a systematic project,which involves the supervision and management of government departments,the safety production management of construction enterprises,and the self-constrained management of the personnel on board.In this paper,by evaluating the risk of construction ship transportation safety in the Gongboxia Reservoir area of the Yellow River,a reasonable and complete safety index system is obtained,the factors that have the greatest impact on the safety of construction ship transportation are analyzed,and a detailed and feasible safety emergency plan for construction ship transportation is proposed.Practicable safety risk control measures are also proposed,which has practical value for the construction of highways in similar reservoir areas in the future.
