Research On Landfill Disaster Insurance From The Perspective Of Social Governance

In recent years,China’s solid waste landfill industry has developed rapidly.With the rapid growth of MSW collection and transportation in various cities,the hidden dangers of landfills have become increasingly prominent.Solid waste landfills are under extreme service environments and on heavy operational loads,which prone to lead to major environmental disasters such as landslides,fires,and leachate diffusion.Etc.At present,the compensation of loss of solid waste disasters in China mainly depends on the state’s financial commitment.The coverage of relevant insurance liabilities is incomplete,the owners are negligent in active disaster prevention and mitigation,and the problems of high insurance risks are outstanding.Thus it is necessary to set up a special insurance for solid waste disasters,and establish a set of solid waste landfill disaster insurance system based on social governance.This paper focuses on the current situation of the lack of disaster insurance for solid waste landfills,and constructs a framework of disaster insurance mechanism for solid waste landfills based on social governance,which consists of commercial insurance institutions,insured persons,third-party engineering institutions and governments.A game analysis of the related moral hazard between the insurer and the third-party engineering institution,the insurer and the insured person was carried out.This paper proposes a model for determining the risk of solid waste landfill disaster insurance premium rate based on dynamic operational monitoring data and using the premium floating mechanism to reasonably reflect the risk probability and maintenance and reinforcement level of the solid waste landfill.Case studies were carried out from the aspects of insurance mechanism operation and insurance premium calculation,and policy recommendations were put forward from the perspectives of law,market,finance and economy.The related work in this paper makes up for the theoretical gap in the field of solid waste landfill disaster insurance.Through the novel perspective of social governance,the system design of solid waste landfill disaster insurance can effectively regulate and guide the behavior of policyholders,improve the efficiency of social capital allocation,promote the risk management level of the whole process of solid waste landfill as well as the resilience of communities,cities and regions,so that the win-win situation of the government,insurance,policyholders and third-party engineering institutions can realize.This paper also explores the transformation of government roles and the new cooperative relationship between the construction engineering industry and the insurance industry,which bring direction and opportunities for them respectively.
