Study On The Problems And Countermeasures In The Process Of Establishing The Safety Production Liability Insurance System In Xuzhou

The work safety liability insurance system is an institutional arrangement promoted by The State Council,based on the Work Safety Law and promoted by the emergency management department.It takes the implementation of the main responsibility of the enterprise as the core,and divides the pre-insurance risk assessment,risk prevention during insurance,and full guarantee after insurance into three stages.Its essence is to release the risk management from the government’s responsibility scope to the whole society through differential floating rate and other market-oriented and contractual methods.It is an important part of current emergency management to integrate production enterprises,insurance institutions and third-party safety agencies into the safety production management system supervised by the government.This thesis takes the establishment of safety production liability insurance system in Xuzhou City as the research object.Firstly,by comparing the advantages and disadvantages of other countries using insurance tools to improve the level of safety production,the rationality of safety production liability insurance system design is demonstrated.And from the policy system establishment,operation mode design,floating rate mechanism described the Xuzhou city to promote the establishment of safety production liability insurance system of the core characteristics.This thesis makes an all-round analysis of the achievements and existing problems in the establishment of safety production liability insurance system in Xuzhou City,and clarifies in detail the existing problems in promoting mechanism,insurance design,third-party organization management and other aspects.And the use of "market failure" theory analysis of the problem,and finally put forward their own corresponding solutions.By studying relevant materials at home and abroad and visiting and investigating local government officials,persons in charge of manufacturing enterprises and persons in charge of insurance institutions,this thesis proposes relevant solutions from the perspectives of strengthening legislation,optimizing product design and exploring the establishment of risk control centers.It can provide reference for the establishment of safety production liability insurance all over the country.
