In recent years,with the increasing development of economy,various large-scale projects in our country have been carried out,among which EPC mode,as an advanced method,has been widely used.This paper studies the current situation of cost control of EPC project,and then analyses the characteristics of cost control in each stage of petrochemical engineering and EPC project general contracting.Finally,the application of cost control mode is presented in detail through practical cases.This paper uses the methods of literature research and case study to introduce the concept of process dynamic cost control.This paper effectively applies the whole process of cost dynamic prediction and actual statistical analysis to control project cost.Firstly,according to the feasibility analysis of the project in the investment decision-making stage,the necessity and economic rationality of the project are comprehensively elaborated.Secondly,in view of the cost control in the design stage,it advocates the optimization of design schemes.For project management,quota design and strict audit of design change methods,the source control of project costs is realized.In addition,in the bidding stage of the project,the cost control also needs to be paid close attention to.On the stage of bidding and procurement,considering the principles of fair bidding,scientific bidding and fair competition,time consumption can be reduced through multi-party bargaining.The research projects analyzed in this article,because of the shorter construction period and the smaller amount of the contract,but the project is more professional,so the main way to sign the contract is through multi-bargaining,and at the same time from the procurement,prompt delivery,transportation,inspection and acceptance to control.Controlling contract management is mainly compared by three methods,i.e.all in rate method,BOQ method and the quota price method.Among them,the all in rate method has greater advantages,which makes the difficulty of valuation and related disputes reduced;BOQ method can effectively promote the increase of project valuation efficiency;for the quota price method,it is not only more complex in calculation,but also needs to calculate the material price difference,including the arbitrage of quota-related charges.In the construction stage,highlight the necessity of cost control and analyze the reasons for cost over expenditure.In view of cost control,whether for the price or quantity of materials,strict control is needed to promote strict examination and approval of Engineering changes.With the help of detailed analysis of the case,through the way of quota collection,the utilization rate of materials can be improved,and the optimization of construction schemes can be emphasized to promote the effective control and management of budget.For the cost settlement stage,it is necessary to collect relevant information,such as as-built drawings,design changes,and project day work signing,including some relevant government price adjustment documents,coupled with the appointment of experienced personnel,on-site inspection and measurement,to achieve more precise and stringent cost control.This thesis shows abundant tools and methods,and combines the research results of each chapter,so that the whole process of project cost control from decision-making stage to implementation stage can be effectively realized.
