| In the past decade,affected by the low fluctuation of international crude oil price,most state-owned drilling enterprises are in a inferior position in the market competition.In order to get rid of the situation of "domestic and foreign troubles" and successive years of losses,they have sought for methods and strategies to control the cost.Since the reform and opening up,project management mode has been introduced into China,and drilling enterprises have gradually realized that their profits ultimately depend on the profits of drilling engineering.The in-depth integration of project management and drilling engineering can further improve the ability of cost control and improve the overall benefits of drilling engineering projects.Based on the actual situation of Z Company,based on the basic knowledge of oil drilling engineering and related theories of cost control,this paper studies and analyzes the current content of cost control,and finds that Z Company’s project management only stays at the management level of the project department and has not been deeply applied to drilling engineering.Therefore,the current cost control effect is not good,there are some problems such as incomplete cost control in advance,small cost control intensity in the process,and low effectiveness of cost control after the event.The main reason is the deficiency in ideology,system construction,facility configuration and other aspects.Problems and causes based on the above findings,this article will the project cost control concept and method is applied to a single drilling engineering,and combined with the operation process,put forward the development stage,design stage,before drilling,drilling,well completion,the optimized plan for the phase of the cost control to find the stages of impact cost drivers,puts forward the measures to solve these problems,Further improve the budget,accounting,analysis,assessment content,and finally achieve the optimization of drilling project cost control.Finally,taking Chen 3-11x drilling project as an example,this paper analyzes the problems existing in cost control,and then uses the cost control improvement scheme to solve the problems.It is concluded that the cost control improvement scheme can bring economic benefits and enhance the internal management benefits.There are also some problems in the implementation of the improvement plan.Finally,comprehensive safeguard measures are put forward from the aspects of concept consciousness,organization,system construction and information construction to further guarantee the smooth implementation of the improvement plan of drilling project cost control.Through in-depth exploration of the cost control of drilling engineering projects,this paper is expected to be helpful to the improvement of Z Company’s drilling engineering project cost control level and the promotion of economic benefits of drilling engineering projects.I also hope to make a positive theoretical contribution to the subsequent research on the cost control of engineering projects in the subdivision field. |
