On April 18,2018,Premier Li Keqiang explicitly proposed at the executive meeting of the state council that "a lifelong vocational skills training system should be established and implemented across the country",it also stressed the urgent need to promote the country's economic transformation and high-quality development.State-owned tobacco enterprises are an important part of public organizations,more importantly,it should actively respond to the country's requirements for high-quality development.we will give play to the guiding,fundamental and strategic role of education and training,and build up the ranks of talented people.Looking at the general situation of training development in the industry in recent years,although some progress has been made,however,a significant number of tobacco companies are dogmatically responsive to national policy,and erroneously believe that as long as training is carried out,it will be effective,and the problem that the training effectiveness is not high is common,mainly in the training courses cannot meet the work needs of employees,teaching methods are single,assessment and evaluation are not perfect,etc,therefore,we should vigorously eliminate the bottlenecks that hinder the training of the tobacco industry and improve the effectiveness of training,it has become an urgent problem for the whole industry to improve quality and efficiency,transform and upgrade.This paper takes Z cigarette factory as an example,and on the basis of a large number of references and research theories at home and abroad,firstly,the general situation of human resources and the current situation of staff training in Z cigarette factory were elaborated,then combined with the Kirkpatrick evaluation model and CIPP evaluation model,on the basis of the original training assessment system,the evaluation index of training effectiveness of Z cigarette factory is constructed,besides,the effectiveness of the training during the "three-year rotation training" is evaluated,and the achievements and existing problems inthe effectiveness of training work are analyzed through the evaluation results,finally,the author combined the company's development strategy and the overall planning of human resources according to the field research and innovative training ideas,specific optimization measures are proposed from the five aspects of establishing training demand investigation system,establishing "customized training" system for employees,strengthening the construction of training teachers,strengthening the evaluation and application of training results,and improving the training "double incentive" mechanism.The research in this paper not only provides a practical solution to optimize the training effect of Z cigarette factory,but also has a certain reference value to other enterprises in the tobacco industry.
