Research On Local Governments' Behzivior Of Purchasing Safety Production Services

In recent years,Serious and major accidents with extremely bad social impact occur in China almost every year.The number of casualties and direct economic losses caused by accidents remain high.At the same time,economic development has increased the number of enterprises,and the production processes and technologies of enterprises have become increasingly complex.With the increasing intensity and difficulty of safety supervision,the growth of grass-roots safety supervision forces has been limited,and the contradiction of regulatory needs has intensified.The government's purchase of safety production services can alleviate the pressure of grassroots supervision,and has the advantages of high efficiency,professionalism and pertinence in the management and service process,effectively alleviating the pressure on the government and improving the efficiency of government safety supervision.This article focuses on the behaviors of local governments in purchasing production safety services,and conducts research from the following three aspects:first,the local government's behavior measures to purchase safe production services,second,the local government's dilemma in purchasing safe production services,and third,the proposals of optimizing government procurement of work safety services.Based on literature analysis,case analysis,comparative analysis and other research methods,taking the purchase of production safety services in C district X as a case,this paper analyzes the dilemma of the grass-roots government's purchase of production safety service and its reasons from the following aspects:the policies and regulations,the government management,safety production technical service organization and so on.Studies have shown that the local government's purchase of production safety services can stimulate the participation of multiple social entities in production safety,improve safety management capabilities while alleviating the pressure on grassroots supervision,and make safety supervision more professional and efficient.However,local governments also have shortcomings in purchasing safety production services,which are mainly manifested in the lack of relevant legal systems and policies,the lack of consciousness and responsibilities in the government's purchase of safety services,and the development defects of safety production technology service agencies.This article puts forward some suggestions of optimizing the government's purchase of safe production service,that is,to improve the construction of legal and institutional systems related to government purchase of production safety services,clarify the government's role in purchasing services,improve the behavior of government purchases,and promote the cultivation of safety personnel and intermediary market development.
