Research On Government Purchase Of Production Safety Services

Since the 21 st century,The rapid economic development of China has further deepened industrialization.In the industrial production process,the requirements for safety have also become higher and higher.the situation facing production safety has become more and more severe.At present,the safety supervision system built up far can not meet the increasingly heavy workload of work safety supervision.Therefore,adopting the government’s mode of purchasing safety production services and using market mechanisms to guide all parties involved in work safety management and solving the enterprise safety problems has become the first choice.However,there are still some problems in the government purchasing safety production service.In this regard,this article selects Chun’an county government to purchase safety production services as the research object,through the summary of the government’s practice of purchasing safety production service,the use of new public management theory,new public service theory and public service outsourcing theory It is hoped that through this research we can improve the overall level of the government purchasing safety production service in practice.This study took the case of the purchase of safety production service in Chun’an County,Zhejiang Province as an example to systematically analyze the background,main content,mode and specific process of the safety production service purchased by the Safety Production Supervision and Administration Bureau of Chun’an County.It was found that when the government purchased the safety service There are still some problems such as imperfect construction of laws and regulations,rent-seeking problems,inadequate supervision and supervision,imbalanced development of intermediaries,weak sense of participation in enterprises and so on.This paper proposes to strengthen the scientific decision-making mechanism by improving laws and regulations,improve the government supervision system,Intermediary agencies to promote the implementation of the main responsibility for safety in production and other measures to solve the existing problems.The study on the purchase of safety production services by the Production Safety Supervision and Administration Bureau of Chun’an County conducted an analysis andstudy from the practical,political,economical and technical aspects required by the safety supervision and administration system of the Safety Production Supervision and Administration Bureau of Chun’an County.Expected to improve the government’s ability to purchase safety production services by research to promote the government to purchase safety production services for the development of relevant departments to formulate relevant policies provide a reference.
