With the integration of the global economy and the development of international trade,the expansion of enterprise scale,the renewal of modern operation equipment,the uncertainty and instability of internal and external environment in the oil market,At the same time,DQ oilfield has entered the stage of high water cut in oil and gas production.Many factors make DQ oilfield need to change from the aspects of management strategy,management scale and management method,and its subordinate enterprises are also facing the same dilemma,in order to narrow the gap.Achieve steady,sustained,efficient strategic objectives,improve the economic benefits and market competitiveness of enterprises.Therefore,taking DQ downhole operation company as an example,this paper comprehensively analyzes the current management and resource situation of the enterprise,and studies the construction and application of environment,health and safety management system combined with scientific advanced management theory.To provide an important guarantee for the better development of the company,and to establish a modern enterprise system is of great significance.Through the background of the research and the purpose and significance of the research,this paper defines the connotation of the project,project management,underground operation and HSE management system,and explains the construction principle,operation mode and implementation principle of HSE.Taking DQ's underground project as an example,the current status of the research company's HSE management system,combined with the theory of the HSE system,through the structural study of the DQ Oil Company's underground project,we realize how the HSE architecture is constructed.It also clearly defines the identification of hazards and risks.It can adopt a risk control method that combines beforehand,in the event,and afterwards,so as to master the HSE risk prediction and control process,which is the essence of the HSE management system.On the basis of the research on the operation of the HSE management system,an analytical hierarchy process was used to calculate the weight of each element of the HSE system for underground operations,to obtain a scientific evaluation basis,and to find out the corresponding relationship between each element and the basic event.Then it achieves the purpose of deeply analyzing the application effect of HSE system of underground project.The pilot,demonstration and promotion of the HSE management system for underground operations have continuously increased the economic benefits of DQ Oil Company,reduced the occurrence of safety hazards and safety accidents,and reached the goal of zero pollution.The application and implementation of the HSE management system for underground operations of DQ Oil Company has played an important role in improving the management level of enterprises,reducing management costs,and optimizing the allocation of resources.It has provided a theoretical basis for the standardization and exploration of the application of the HSE management system in first-line production.It also has realistic guiding significance for system innovation.
