Research On Performance Evaluation Of Regional Water Environment Governance Based On DPSIR Model

At present,China’s environmental problems are intensifying,and the problem of insufficient balance between environmental protection and governance is becoming increasingly prominent.As a country with a large population,our government’s ability to govern the water environment is facing challenges.Based on the entrusted environmental responsibility theory,the government is obliged to protect and control the water environment in the region,and the performance evaluation of the regional government water environment governance can give a scientific and reasonable answer to the effectiveness of government governance.At present,government departments are increasing the importance and investment in water environment governance,but the effect is not significant.The relevant supervision and evaluation work has not been carried out in an orderly manner,so it is urgent to explore the regional water environment governance performance evaluation.The relevant research in China has not yet summarized the scientific and practical water environment performance evaluation index system,but this will be an important basis for carrying out performance evaluation in any field of government work.The level of performance will be directly affected by the rigorous index system used and integrity vary.The DPSIR model is a more advanced conceptual framework in the field of environmental protection and governance performance research.It analyzes the logical relationship between human activities and the natural environment from five different project layers,and can systematically evaluate governance effects in multiple dimensions.Therefore,this article will carry out the research and construction of the government performance evaluation index system for regional water environment governance on the basis of the internal logic of the DPSIR model,hoping to bring some inspiration and help to the theoretical research of the discipline and the practice of government environmental protection.After studying and researching the related research results,this paper uses the theory of entrusted environmental responsibility,government performance management and new public service theory as the theoretical basis,adopts quantitative research methods,and builds a regional water environment governance performance evaluation index system based on the DPSIR conceptual framework model.That is,14 targeted sub-indicators are extended from the five project layers of driving force,pressure,state,influence and response.After data standardization and KOM test,all sub-indicator weights are obtained in combination with the principal component analysis method to obtain a comprehensive The performance factor score formula is used to evaluate the regional water environment governance performance level,so as to calculate the water environment governance performance scores of cities in Hubei Province from 2014 to 2017.Finally,the results are compared between regions and between years.Based on the analysis and diagnosis of the current dilemma of water environment governance in the province,combined with the summary and learning of advanced experience and practices of foreign water environment governance performance evaluation,this paper proposes to further establish and improve the performance evaluation value conflict resolution mechanism and further optimize the evaluation index adjustment mechanism And improve the application mechanism of assessment results,and improve the government’s water environment governance business capabilities through continuous innovation of water environment governance performance assessment related mechanisms.In summary,this article breaks through the traditional performance evaluation thinking framework to a certain extent,combines the specificity of the water environment itself,and introduces the technical indicators and DPSIR models in the water environment science into the government performance evaluation research on the basis of paying attention to the comprehensive effectiveness of water environment governance In order to build a more disciplinary and professional index system,and apply the system in combination with the actual situation of water environment governance in various cities in Hubei Province,it puts forward targeted and implementable policy recommendations,which will be exhaustive for China’s water environment governance performance evaluation research The meager force promotes the sustainable development of the economy,society and natural environment.
