Establishment and Application of Index Eco-environment EvaluationSyetem of Xicheng District in Beijing adapted to the development needs ofrapid urbanization. The purpose to strengthen the ecological construction ofcities was to realize the comprehensive utilization of the resource, theenvironmental harmoniousness and the economy efficiency. To penetrate theconcept of protecting environment to the economic, social and environmentalfields in the urban core areas, to maximize the resource utilization, and tominimize the negative impacts on the surrounding environment would promotethe sustainable development of the urban core area by the harmony model of"Nature-economic-social". To penetrate the concept of eco-environment,which was the "City-People-Nature", to the urban construction work and torealize the target of "beautiful environment, energy efficient, cleanerproduction, discharge standards, the comprehensive utilization" wouldoptimize the environment of urban development. Therefore, it was worthbeing study for the project,the eco-environment evaluation index system ofXicheng District in Beijing.Firstly, the successful experiences, which were small scale, in theconstruction of eco-environment at home and abroad were analyzed. The coreareas of Washington D.C. Tokyo and municipality directly under the centralgovernment which are international mega-cities, have the same conditionswith Xicheng District in Beijing.Secondly, the studies of the domestic urban eco-environment evaluationindex system and government guidance were summarized. Because of theobjects and the scales, though these index systems had some certain referenceto the construction of the eco-environment in the core areas of the mega-cities,it was hard to give the good guidance.Thirdly, the conditions of the economy, society and environment inXicheng District were analyzed, which laid a foundation for the next in-depthresearch and analysis. The eco-environmental conditions of Xicheng Districtwere evaluated and analyzed by "Technical criterion for eco-environmentalstatus evaluation"(HJ/T192-2006), and the shortcomings were found. Fourthly, a set of eco-environment evaluation index system, whichincluded economy society and environment, was established by DPSIR model(Driver-Pressure-state-Impact-Response), and each index was given theweight determining according to Entropy Method and state optimizationmethod.Finally, the eco-environmental conditions from2006to2011wereanalyzed according to the evaluation index system, and the differencesbetween the Entropy Method and the state optimization method.The results show that: The eco-environment conditions of XichengDistrict,which had been improved,is in stable period,besides is hard to befurther improved. The major constraints affecting the development ofeco-environment currently in Xicheng District was found, and based on theresults of the evaluation, the future development countermeasures were given.And my proposals were given about how to choose weight determiningmethod for the Index. |
