After the completion of the second industrial revolution,the world economy began to develop rapidly,but it also led to a sharp increase in carbon emissions worldwide.This will not only lead to a rise in global temperatures,but also lead to extreme weather that will seriously affect the human environment.However,China’s industrial development has a short start.Under the restriction of science and technology and people’s demand for material life,China’s industrial development has gone through a long period of sacrificing the environment for economic benefits,inefficient consumption of a large number of fossil energy,and extra carbon emissions.In particular,as an important emerging industrial base in China,the contradiction between environment and economic growth is increasingly prominent.Therefore,how to get rid of the over-dependence on fossil energy consumption and promote economic development is a problem that hunan and even the whole country must solve.Therefore,this paper discusses the decoupling between carbon emissions and economic growth,and studies the effective use of fossil energy to reduce carbon dioxide emissions and achieve sustainable economic development while promoting economic development.In this paper,the method provided by IPCC is used to estimate the carbon emissions of each city and state in hunan province from 2010 to 2018 based on the fossil energy consumption data of each city and state in hunan province.According to the average size of carbon emissions,the cities and states in hunan province are divided into light,medium and heavy regions,so as to compare the regional differences.Then,the Petri-Tapio decoupling model is used to analyze the decoupling relationship between carbon emission and economic growth in three regions of hunan province.Finally,Kaya identity and LMDI decomposition method are used to study the influencing factors of carbon emission decoupling.Conclusions:(1)there are significant regional differences in total carbon emissions,carbon intensity and per capita carbon emissions in hunan province.(2)from the perspective of the decoupling relationship between carbon emissions and economic growth in hunan province,it is shown as weak decoupling in a few years and strong decoupling in most years.(3)among the factors affecting the decoupling between carbon emissions and economic growth,the energy structure effect is unstable;The energy intensity effect promotes the development of decoupling;The economic development effect and the population size effect hinder the development of decoupling.Based on the above conclusions,the following Suggestions are put forward in the end:(1)accelerate the adjustment of industrial structure and change the pattern of heavy regional economic growth.(2)improve the consumption structure of fossil energy and promote the development of decoupling between carbon emission and economy in hunan province.(3)improve energy efficiency and reduce carbon emission intensity in heavy areas.(4)appropriately controlling population growth and promoting green urbanization.(5)accelerate low-carbon financial innovation and promote low-carbon economic development.
