Study On The Effect Evaluation And Promotion Countermeasures Of Environmental Protection Policy Tool In Henan Province

Henan Province is in the decisive stage of building a well-off society in an all-round way.The rapid development of economy and society brings great pressure to the resources and environment,and a series of problems,such as serious pollution of the environment,excessive consumption and waste of resources,restrict the sustainable development of Henan Province’s economy and the continuous improvement of people’s living standards.Because environmental resources belong to public goods,and there are externalities in themselves,the market is prone to market failure in the process of adjusting the environment.In this case,effective government intervention becomes an important means to solve the problem of environmental pollution.In order to improve the environmental situation of our province,the government of Henan Province,on the basis of a series of environmental protection policy tools introduced by the state,combined with the actual situation of the province,carries out environmental protection through the application of environmental protection laws and regulations,the increase of financial funds for pollution control,the collection of environmental protection taxes,and the introduction of advanced technology.Environmental protection policy is mainly aimed at enterprises and institutions and other subjects related to environmental protection.Under this premise,the relevant enterprises in Henan Province can evaluate the environmental protection policy tools in our province,and can judge which policies are relatively important in the subjective understanding of the important subjects of environmental protection—— enterprises,and analyze the reasons why some policies are not paid attention to.At the same time,according to the survey results,we can put forward the countermeasures and suggestions of environmental protection in Henan Province,which is of great significance to the environmental protection and the sustainable development of economy in Henan Province and even the whole country.In order to study the implementation effect of environmental protection policy tools in Henan Province and understand the actual needs of enterprises,this paper first collects the literature of relevant scholars and the specific contents and statistical data of environmental protection policies in Henan Province.From the change of main industrial pollutant emissions in Henan Province,we can see that the current environmental protection policy has achieved some results,but the task of environmental protection is still arduous.Secondly,according to the actual situation and through consulting and learning from experts and scholars,this paper establishes the evaluation index system of environmental protection policy tools,and then investigates the relevant enterprises in Henan Province through the form of questionnaire.After the investigation,according to the results obtained by the questionnaire,and through the use of principal component analysis,the evaluation scores of the effect of each policy tool are compared.At the same time,the evaluation results and the reasons for the results are analyzed and summarized.Finally,based on the successful environmental protection experience of four developed countries,a series of environmental enlightenment is obtained,and combined with the actual situation of environmental protection in Henan Province,the countermeasures and suggestions for environmental protection suitable for the development of the province are put forward.
