In the recent years,China is facing the regional compound pollution characterized by PM2.5 and O3.As the common precursor of PM2.5 and O3,volatile organic compounds(VOCs)are paid great attention by the government,industry and researchers.In the national and local cean air act,industrial coating is listed as the key control industry.Shanghai has formulated the emission standards for automobile,ship and furniture manufacturing industry which are related to the industrial coating.However,no special standards have been issued for other industrial coating processes.Based on industrial investigation,on-site analysis and model simualtion,the emission characterisitics and control standard system of VOCs from the main industrial coationg processes in Shanghai were studied,The comprehensive environmental benefit of industrial coating processes was also analyzed.The main results are gained as follows.(1)711 companies above designed size involved in industrial coating in Shanghai were investigated including paint consumption and VOCs emission.According to the paint consumption,the substitution percentage of environment-friendly paints gradually increased for furniture manufacture and automobile manufacture.However,the industrial coating is still dominated by solvent-based coating in Shanghai.According to the VOCs emission,it is reasonable to set up special emission standards for ship manufacture,automobile manufacture and furniture manufacture.Some industry with higher VOCs emission per capita such as manufacture of plastic products,metal products and equipment products should be concerned.(2)The VOCs emissions from industrial coating processes were studied and categorized by industrial sectors and paint properties based on the U.S.speciate database.Some main industrial coating companies were chosen for real measurement of VOCs emission and results indicated that aromatic hydrocarbons,oxygen-containing VOCs and halogenated hydrocarbons are three main VOCs species.Based on the maximum incremental reactivity(MIR)value of the characteristic pollutants and the real time measured concentration,the priority organic pollutants with high reactivitiy were studied and identified.(3)Through document survey,model analysis and actual measurement,the indicators including source control,process control,treatment efficiency and on-site monitoring for VOCs control standard were studied.Through comparative analysis,it is proposed to adopt national mandatory standards or national recommended standards for source control,the relationship between the site collection efficiency of waste gas and the distance of the collection hood from emission sources was also discussed.The VOCs removal efficiency of different techniuqes and its interfering factors were studied basd on the on-site monitoring.Accoridng to the comparsion of VOCs characterization methods and control factors,the emission standard system is proposed.(4)Referring to the European Union's Cross medium environmental pollution analysis methods,the photochemical ozone generation potential(POCP)assessment method and the haze pollution generation potential(HPCP)assessment method were adopted for assessment.Combined with the scenario analysis and survey data,the comprehensive environmental benefits of different scerinaos including the source paint alternative and final treatment technology,were studied to support policy decision.
