Research On The Ecological Well-being Performance And Influencing Factors In Zhejiang Province

In the past,the traditional economic development mode which ignored the consumption of natural resources and the pollution of ecological environment has been criticized.In order to promote the harmonious development of human and nature and accelerate the construction of ecological civilization,the strategic plan of promoting high-quality development has been formally made.Ecological well-being performance is a new method and tool to evaluate high-quality development,which can comprehensively reflect the quality and health of economic development from the perspective of resources and environment.This paper takes Zhejiang Province as a typical case,explores and evaluates ecological well-being performance in Zhejiang Province and finds the benchmark area,which has exemplary guiding significance.Based on SBM directional distance function and Luenberger total factor productivity index,this paper estimates the ecological well-being performance and ecological total factor productivity of 11 cities in Zhejiang Province from 2008 to 2017,and comprehensively analyze ecological well-being performance value and human development index,select the benchmark areas of Zhejiang's ecological well-being performance and analyze the reasons.Finally,using Tobit regression model to analyze the influencing factors of well-being performance in Zhejiang Province.The results show that:(1)The level of ecological well-being performance in Zhejiang Province is not high.(2)The ecological well-being performance of Zhejiang Province has not yet formed a stable development trend.(3)The human development index of Zhejiang Province has reached a high level of development.(4)The benchmark areas for Zhejiang's ecological well-being performance are Zhoushan and Shaoxing.(5)There is a significant negative correlation between economic scale,technical level and ecological well-being performance.The level of urbanization is significantly positively correlated with ecological well-being performance.The industrial structure and the level of opening up have little effect on t ecological well-being performance.Based on the above conclusions,this paper puts forward policy suggestions:(1)Strengthen the ideal of overall coordinated development in cities across Zhejiang.(2)Improve the utilization efficiency of natural resources and continue to strengthen the control of total pollution emissions.(3)Continue to promote sustainable economic growth and promote high-quality development.(4)Improve the quality of foreign investment and establish industry access standards.(5)Improve the quality of urbanization.The possible innovations of this paper are mainly reflected in the following two aspects:(1)Studying the ecological welfare performance of panel data at the regional level in Zhejiang Province,and finding and analyzing the benchmark area.(2)Method application innovation that applying SBM directional distance function and Luenberger productivity index in the research of ecological well-being performance.The shortcoming of this paper is that the index system of ecological well-being performance is not comprehensive enough.When studying the influencing factors of ecological welfare performance,there is no further study on whether there is any interaction between the influencing factors.In the future research,it is necessary to further improve the indicator system and conduct more in-depth research on the influencing factors.
