Research On Regional Suitability Evaluation Of Resource Utilization Model About Livestock And Poultry Waste

In 2017,the General Office of the State Council issued the Opinions on Accelerating The Resource Utilization of Livestock and Poultry Pollution in China.It means that the orientation of policy about the prevention from supporting a single "standardized large-scale enterprise" to green development.The intensity of support has been transformed to overall coverage;The direction of support is changing from emission standards to resource utilization.On the basis of effective control of rural environmental pollution,alleviating the shortage of rural resources through the recycling livestock manure has become the main work of sustainable agricultural development in the new era.The model of resource utilization of livestock and poultry waste is a general solution,which is a way that can greatly improve the efficiency of resource utilization about livestock and poultry waste by domestic experts and scholars proposing.There is always a common goal that core the problem quickly,which also can be used for reference by farmers,enterprises and local governments with similar characteristics.However,different regional in agricultural production mode,natural and social and economic conditions are significant due to the vast territory of China,so that the resource utilization mode is inevitably affected by these factors with different characteristics.It means that the traditional pattern of "one size fits all" is no longer appropriate.The regional suitability evaluation of the resource utilization model about livestock and poultry waste is a new way to solve the problem of the different models in different regions.There are two problems with current research:(1)Structure and operation mechanism is relatively inadequate,mostly only concentrating on the internal production conditions or the external environmental conditions,and it is difficult to provide sufficient theoretical and practical evidence for different resource utilization model;(2)There is no systematic and evaluation standard as lacking the literatures on the evaluation research of the model,which makes different regions can't make the model adapt to the characteristiics when they choose the appropriate utilization model according to their own conditions.The resarch maily contains 2 aspects: "The inductive of model" and "The regional suitability of model".The object of paper is our country's livestock and poultry waste resource utilization pattern.There are also the circular economy,ustainable development and externality theory in this paper.The methods include literature analysis,characteristic analysis,analytic hierarchy process.The research purpose is to provide reference with utilization of reasonable layout about livestock and poultry waste recycling in different regions.The contents and conclusions are as follows:(1)"The inductive of model" :A few disadvantages were found by analyzing the commonness and differences about the model's characteristics,which is based on the internal production conditions(technical process,the scale of farms)and the external environment condition(management methods,the scale of planting and raising).Then,the research summarize the mode that is suitable for regional whole promotion from the two aspects of centralized treatment and scattered household use.Moreover,it divides 3 new models,including the centralized utilization mode of large-scale biogas project,the centralized utilization mode of commercial organic fertilizer production and the household recyclingmode,and analyzes the principle,structure and characteristics of different modes.(2)"The regional suitability of the model" :The solution of this problem mainly includes two parts: "Selection and determination of regional suitability evaluation index" and "Establishment of evaluation model for practical application in some research areas".(1)"Selection and determination of regional suitability evaluation index".The supporting conditions for the popularization of resource utilization mode of livestock and poultry waste were analyzed systematically.First of all,according to the establishment principle of evaluation index,14 indexes were selected from four aspects of resource condition,technology condition,social and economic condition and construction environment condition to construct the regional suitability evaluation index system about livestock and poultry waste resource utilization mode.Then,the weights of each index in each evaluation unit are obtained by using analytic hierarchy process and expert consultation method.The conclusions are as follow:Among the three modes,resource conditions account for a high proportion,which are 0.4323,0.5091 and 0.5718 respectively;Technical conditions account for 0.2887 in the centralized utilization mode of large-scale biogas projects,second only to 0.4323 in resource conditions.However,in the household recycling mode,technical conditions account for only 0.0714;The degree of influence of socioeconomic conditions in the three models is relatively balanced,which is0.2039,0.2409 and 0.2284 respectively.The influence of construction environment conditions on the three modes is relatively small,which is 0.0751,0.0687 and 0.1284 respectively.(2)"Establishment of evaluation model for practical application in some research areas".The relative treatment method was used to treat the evaluation index without dimensioning,and the evaluation model was built,which took 8 counties:Jishou,Luxi,Fenghuangyuan,Huayuan,Baojing,Guzhang,Yongshun and Longshan within the jurisdiction of Xiangxi Autonomous Prefecture of Hunan Province as the evaluation area for practical application.The conclusions are as follow:From a horizontal comparison,the most suitable area is Yongshun in the regional promotion of the centralized utilization mode of large methane project and commercial organic fertilizer production;Sub-suitable areas for Jishou,Longshan,Baojing,Fenghuang;Relatively poor suitability for luxi,Huayuan,Guzhang.In the regional promotion of Household recycling mode,the most suitable area is Yongshun.Sub-suitable areas for Longshan,Jishou,Baojing,Luxi,Fenghuang;Relatively poor suitability for the area of Huayuan,Guzhang.From the vertical comparison.Yongshun should be given priority to promote the utilization mode of large and medium-sized methane projects;Jishou city should give priority to promoting the utilization mode of commercial organic fertilizer;Longshan,Fenghuang,Baojing and Luxi should be given priority to promote the family recycling mode.
