The good development of the countryside concerns the stability of the countryside and the happiness of the villagers.At present,environmental pollution has become a bottleneck restricting the development of rural areas and realizing the all-round revitalization of rural areas.The environment is the most equitable public goods and the most universal benefit for people.The government has the duty to ensure that villagers have a safe and healthy ecological environment.It is of profound and important significance to study how to optimize the ecosystem structure of the countryside in rural development and construction,to achieve "zero pollution" of the rural environment,that is,the dynamic balance between environmental pollution and de-pollution,and to continuously provide people with good public products.Based on the construction of the "zero pollution" village in T village,Yongchang town,Fuyang district,Hangzhou city,Zhejiang province,this paper studies the current situation and mechanism of the "zero pollution" governance in T village through case study,questionnaire survey and interview.Revealing during the process of the "zero pollution" governance in T village environment,it has four factors.The capital investment mechanism is single.The governance plan lacks an overall layout.The internal driving force of villager participation is weak.The rational understanding of "zero pollution" is not clear.These four factors hinder the practice of "zero pollution" governance in T village,which causes a serious shortage of funds.Meanwhile,The effectiveness of governance is difficult to maintain.The villages participate passively in behavior and the supporting infrastructure is imperfect and so on.In face of the realistic problem of "zero pollution" governance in T village and basing on the theory of multi-center governance and collaborative governance,it is necessary to build a model of cooperation and co-governance of multiple subjects This contributes to further promote the renovation of village living environment and realize the ecology of rural environment and sustainable development of the village.Multi-subject cooperation and co-governance is a process that the government,enterprises,citizens and other interest subjects reach consensus through interaction,consultation,negotiation and other formal or informal systems to jointly exercise public power and manage social and public affairs in an interdependent relationship in order to promote the common interests of the society.On the basis of clarifying that the governance subjects of "zero pollution" of rural environment should include government,enterprises,environmental protection organizations,scientific research institutes,village committees,villagers and other relevant stakeholders.To realize the dynamic balance between rural environmental pollution and de-pollution,the study puts forward to give play to the advantages of multi-subject participation by optimizing the multiple governance mechanism.We should improve the forms of interaction and consultation and realize the linkage of governance bodies.We should improve rural environmental protection mechanism and promote long-term governance results.Simultaneously,we should innovate production and life style,developing green circular economy.Finally,we should build a green and ecological culture,cultivating the concept of villagers' autonomy.Though these five approaches,we can promote the systematization and normalization of environmental governance,and gradually realize "zero pollution" of rural environment in the process of sustainable and long-term practice.
