Research On The Fund Management System Of Compensation For Ecological Environment Damage

The system of compensation for ecological environment damage has been implemented in China for more than four years.Because of its flexible,efficient and practical characteristics,it has made great achievements in the protection and restoration of ecological environment.However,due to the lack of a unified national fund management system,there are many problems in the management of funds for compensation of ecological environment damage in China,such as confusion of management subjects,irregular use of funds,inefficient use of funds and so on.In order to solve these problems,experts and scholars put forward a variety of solutions,such as the management of environmental protection administrative organs,the establishment of public trust management,and the management of special foundations.It is a more reasonable fund management mode to establish a unified fund management foundation in China based on the scheme design of various experts and scholars,the legal basis of each subject's fund management and the current situation of fund management in different regions.To establish a national unified fund management foundation,we need to strictly follow the public welfare characteristics of ecological environment compensation fund,based on the theory of environmental public trust,combined with the current situation of fund management in China,to ensure that the fund is safe,smooth and efficient for the restoration and protection of ecological environment.Considering the emergency of ecological environment damage and the urgency of ecological environment restoration,in the structure of fund management,we can adopt the way of hierarchical management,set up two levels of accumulation fund and sub fund.The accumulation fund should deal with the sudden ecological environment damage,and the sub fund should correspond to the case to ensure the pertinence of fund use.Finally,only by gradually establishing a complete system of laws and regulations and improving the supervision mechanism at all levels can we ensure the safe and efficient use of funds for compensation for ecological environment damage,and ensure that the system of compensation for ecological environment damage really takes root in China,contributing to the overall promotion of the construction of ecological culture in China.
